Opening a restaurant on MI Road, a guest house near Hawa Mahal or a gym in Malviya Nagar? You'll need a trade licence from the Jaipur Municipal Corporation — and in 2026 both the corporation and the fees changed. This guide is for owners and managers in Jaipur and the rest of Rajasthan. It explains which trades actually need a licence under the Rajasthan Municipalities Act, what changed when the state revised hotel, restaurant and gym fees in May and June 2026, how to apply on Jaipur's portal or through LSG Online Services, and what happens if you trade without one. We checked the state and corporation portals in October 2026; where an official fee schedule wasn't available online, we say so.
Quick answer
In Jaipur, apply on the Jaipur Municipal Corporation trade licence portal (tl.jaipurmc.org); elsewhere, use LSG Online Services through Rajasthan SSO. Licences cover the trades listed in section 340(1)(j) — food, hotels, lodging, dairies, bakeries, mills and similar — plus any the municipality adds by bye-law. Trading without one: fine of ₹1,000 to ₹2,000.
Jaipur Greater and Heritage merged into one corporation on 10 November 2025
Fees for hotels, restaurants, cafés, gyms and parlours were revised in May–June 2026; they rise 5% a year
No official fee schedule is published online — the portal shows an estimated demand before you submit
Appeal against refusal or suspension: to the Collector within 30 days
What the law says: section 269 and section 340
Rajasthan's urban local bodies — municipal corporations, councils and boards — license trades under the Rajasthan Municipalities Act, 2009. Section 269 allows a municipality to require that places it doesn't own may be used for certain purposes only under its licence, and lets it grant, suspend, withhold or withdraw such licences. Those purposes are the ones listed in clause (j) of section 340(1), the bye-law power.
That list is specific. It covers slaughter-houses; markets or shops selling animals for food, meat, fish, fruit or vegetables; the regulated trades under section 282; dairies, hotels, restaurants, eating-houses, coffee-houses, sweet shops, meat shops, bakeries, camping grounds, sarais, dhobi-ghats, flour mills, sawmills, ice-candy factories, food-grain godowns and lodging houses (but not recognised student hostels); manufacture of ice or aerated water; preparation or manufacture of oil; large-scale parching of grain; and any other purpose for which the municipality prescribes a licence by bye-law.
The practical point: the Act doesn't say every shop needs a trade licence. Food, hospitality, lodging and processing trades clearly do. Other trades — gyms, beauty parlours, coaching centres, retail — need one where the municipality's bye-laws or the state's orders bring them in, which the 2026 order did for several categories. The LSG portal's own description is broad: a trade licence is permission to start the business described in the application, in a given location within the municipal limits; it covers only that business, and it doesn't make the applicant owner of the property.
Jaipur's civic change: one corporation again

In 2019 the state split Jaipur into two corporations, Jaipur Greater and Jaipur Heritage, and did the same in Jodhpur and Kota. That ended on 10 November 2025, when the elected boards' terms expired and the twin bodies were merged into a single Jaipur Municipal Corporation, with the divisional commissioner acting as administrator until new elections. Jodhpur's and Kota's North and South corporations were merged the same day.
For traders, this means one licensing authority for the whole city, one portal and one set of orders. Licences issued by either of the old corporations continue; renew them through the unified corporation's portal using your existing licence details. Don't be surprised if some pages and forms still show "Greater" or "Heritage" branding — the systems were still being consolidated in 2026.
The 2026 fee revision for hotels, restaurants and other trades
On 24 May 2026, the Local Self Government (LSG) Department issued an order revising trade licence fees across urban local bodies for the first time in about nine years. Press reports describe 18 categories — hotels, restaurants, cafés, sweet shops, cloud kitchens, gyms, swimming pools, beauty parlours, mobile food vans and others — with many fees rising two to five times. Hotels moved from star ratings to slabs based on number of rooms and luxury facilities such as pools, gyms and spas.
After protests from hotel and restaurant associations, the department issued a revised order in June 2026 that lowered the slabs for smaller establishments. As reported, hotels with up to 10 rooms now pay ₹7,500 a year, up to 25 rooms ₹10,000 and 26–50 rooms ₹20,000 in municipal corporation areas, and restaurants with up to 50 chairs pay ₹5,000 (non-AC or dhaba) or ₹15,000 (AC). Cafés, bakeries, sweet shops, cloud kitchens, gyms, swimming pools and larger hotels stayed on the May rates. The revised order also builds in an automatic increase of 5% a year.

What we couldn't verify. We couldn't find the May or June 2026 orders on the LSG Department's or Jaipur Municipal Corporation's websites, so the figures above come from newspaper reports and are shown only to indicate scale. The LSG application shows an "Estimated Demand / Fee Details" screen before you submit, and Jaipur's portal generates a demand note after approval — treat that as the authoritative fee for your trade. If the demand looks wrong, ask the health section of your zone before paying.
History matters here. This isn't the first fight over Jaipur's licence fees. In September 2021, after traders threatened to shut the markets, the state used its powers under section 327 of the Act to suspend fee rules that the Greater and Heritage corporations had introduced for coaching centres, hostels and PGs, clinics and labs, tobacco sellers, wholesalers and many kinds of shops. That background is why the 2026 order drew immediate objections from trade bodies — and why it's worth checking for further revisions before you budget.

0/9Residential buildings, inspections and who signs your licence
As reported, the 2026 order bars new licences for commercial activities in residential buildings where the use is contrary to the master plan or zonal development plan; licences issued before 31 January 2017 in such buildings can still be renewed. If you're planning a café, salon or guest house in a residential colony, check the plan's permitted uses before signing a lease.
Licences are issued and renewed by the authorised officer. Where the urban body has an MBBS health officer, the senior-most health officer handles licensing; where there isn't one, the commissioner, zonal deputy commissioner or executive officer does. Expect an inspection focused on hygiene, waste, fire safety and the use of the premises, especially for food and lodging trades.
Worked example: a 40-seat café in Jaipur

Meera opens an air-conditioned café with 40 chairs in C-Scheme. Under the June 2026 revision as reported, an AC restaurant with up to 50 chairs pays around ₹15,000 a year in a municipal corporation area — but a café could equally be mapped to the café category, which stayed at the May rate. She registers on tl.jaipurmc.org, selects the category the portal offers for her activity and checks the demand note before paying. She gets her FSSAI licence first, keeps the property tax receipt and lease ready for the inspector, and sets a reminder to renew before the next financial year, noting the 5% automatic increase.
Her neighbour runs a handicraft and textile shop. Retail textiles aren't in section 340(1)(j), so whether he needs a licence depends on the corporation's bye-laws and the state's orders. He applies on the portal; if no matching category is offered, he asks the zonal health section for a written answer and keeps it on file.
Penalties and appeals
What happens if you trade without a licence (s.269)
Detection
Notice from the municipality; the 2026 order as reported allows sealing of unlicensed establishments
Conviction
Fine of ₹1,000 to ₹2,000 — s.269(2)
After conviction
Magistrate may order closure on the municipality's application; continued use costs ₹50 to ₹100 a day — s.269(3)
Within 30 days of an order
Appeal to the Collector — s.269(4); the decision is final
The fines in the Act are modest, but they aren't the real risk. Reports on the 2026 order say establishments without a valid licence or renewal can be sealed directly, and a sealed restaurant or hotel loses far more in a week than the licence fee. If your application is refused, suspended or withdrawn, the appeal lies to the Collector within 30 days, not counting the time needed to get a copy of the order.
Rajasthan also has a public services guarantee law, the Rajasthan Guaranteed Delivery of Public Services Act, 2011, under which the LSG Department's notified services carry stipulated time limits. Note the acknowledgement and the date you applied; if your application stalls, ask the designated officer about the stipulated period.
Renewal, changes and closure
Rajasthan licences follow the financial year, so plan to renew before 1 April for the coming year. On Jaipur's portal you choose Renew instead of New, confirm or update your details and the items you're licensed for, and pay the new demand; on LSG Online Services there is a separate renewal service. Because the revised 2026 order adds an automatic annual increase, expect each year's demand to be a little higher than the last even if nothing about your business has changed.
If your business changes, the licence has to follow it. Adding rooms to a guest house, moving a restaurant from non-AC to AC, or adding seating can move you into a different slab; declare the change at renewal rather than waiting for an inspector to find it. A move to new premises needs a fresh application, because the licence is tied to the location and the inspection is of the premises. When a business is sold, the buyer should apply in their own name promptly.
If you close the business or leave the city, tell the corporation and surrender the licence. Otherwise renewal demands can keep appearing against your name, and an open licence on premises you no longer use can complicate the landlord's next tenant's application.

Other cities and smaller towns
The same Act, the same LSG orders and the same portal apply across the state. Jodhpur and Kota, like Jaipur, were each re-unified into a single municipal corporation in November 2025, so traders there also deal with one corporation again. Udaipur, Ajmer, Bikaner, Bharatpur and Alwar corporations, and the many municipal councils and boards in smaller towns, take applications through LSG Online Services. Fees reported for the 2026 revision were for municipal corporation areas; councils and boards may charge less for the same category, so check the estimated demand for your town before assuming the Jaipur figure applies.
How the trade licence fits with your other registrations
A trade licence answers one question: may this premises be used for this trade? It doesn't register your business, your staff or your tax. Food businesses need FSSAI registration or a licence, and inspectors for restaurants and sweet shops usually ask to see it. Hotels, larger restaurants, banquet halls and similar premises need a fire NOC, and units with effluent, emissions or noise may need consent from the State Pollution Control Board. Employers have labour registrations and minimum-wage obligations, and anyone above the GST threshold needs GST registration. Getting these in the right order — premises and zoning first, then FSSAI or fire, then the trade licence — avoids the inspector sending your file back. It also means that when the inspector visits, every certificate on the wall matches the business you've declared.
Common mistakes and how to fix them
Using old Greater or Heritage details. Renew through the unified Jaipur Municipal Corporation portal; if your old licence number doesn't appear, visit the zonal office with your last receipt.
Budgeting on pre-2026 fees. Many hospitality and fitness fees rose sharply in 2026 and now increase every year. Check the estimated demand before you commit.
Opening in a residential building. New commercial licences in residential buildings contrary to the master plan aren't being granted. Check zoning first.
Treating the trade licence as the only registration. You'll still need FSSAI for food, a fire NOC where required, GST and labour registrations. See Rajasthan minimum wages for staff pay rules.

Frequently asked questions
Section 269 of the Rajasthan Municipalities Act, 2009 lets a municipality require a licence for the purposes listed in section 340(1)(j): slaughter-houses, shops selling meat, fish, fruit or vegetables, dairies, hotels, restaurants, eating-houses, sweet shops, bakeries, lodging houses, flour mills, sawmills, ice and aerated-water units, oil manufacture and other purposes the municipality prescribes by bye-law.
Jaipur Municipal Corporation runs its own trade licence portal, tl.jaipurmc.org, linked from jaipurmc.org. You register with your mobile number, choose New or Renew, fill in the form, select the licensed items, upload documents and submit. Once approved, you download the demand note, pay, and collect the licence. Other towns use LSG Online Services through Rajasthan SSO.
The Local Self Government Department revised trade licence fees for hotels, restaurants, cafés, gyms, beauty parlours and similar trades by an order of 24 May 2026, then lowered some slabs for small hotels and restaurants in June 2026, with fees set to rise 5% a year. We couldn't find the official order online, so rely on the demand the portal generates.
Under section 269(2), using premises without the required licence, against its conditions or while it is suspended is punishable with a fine of ₹1,000 to ₹2,000. After a conviction, a Magistrate can order the premises closed on the municipality's application, and continued use costs ₹50 to ₹100 a day. Press reports on the 2026 order also mention sealing of unlicensed establishments.
Yes. Under section 269(4) of the Rajasthan Municipalities Act, anyone aggrieved by a municipality's order granting, refusing, suspending or withdrawing a licence can appeal to the Collector within 30 days, excluding the time taken to get a copy of the order. The Collector's decision is final.
No. The Jaipur Greater and Jaipur Heritage municipal corporations, created in 2019, were merged back into a single Jaipur Municipal Corporation on 10 November 2025, when the elected boards' terms ended. Jodhpur's and Kota's twin corporations were merged at the same time. Existing licences carry over to the unified corporation.
