Search for "trade licence Ranchi" and you'll find fees quoted anywhere from ₹500 to ₹25,000. The real numbers are much smaller and much easier to check. The Jharkhand Municipal Act caps the licence fee, and Ranchi Municipal Corporation's own online calculator shows exactly what you'll pay for your floor area. This guide is for shop owners, restaurateurs, salon and coaching-centre operators, workshop owners and accountants in Ranchi, Dhanbad, Bokaro, Deoghar, Hazaribagh and Jharkhand's other urban bodies. It covers who needs the municipal licence under section 455, the fee slabs, how to apply and renew on the state portal, the tobacco licence, late penalties and enforcement. We checked the Act and the live portal in October 2026.
Quick answer
In Ranchi and every Jharkhand municipality, section 455 of the Jharkhand Municipal Act, 2011 bars using premises for any non-residential purpose in the Act's Schedule without a municipal licence. Fees are set by each municipality but can't exceed ₹2,500. Ranchi charges by floor area, and you apply online at municipalservices.jharkhand.gov.in.
Ranchi fees: ₹300 a year (up to 100 sq ft) to ₹2,500 a year (over 1,000 sq ft)
Licence period: 1 to 10 years — fee is the yearly rate times the years
Late application: ₹100 + ₹20 a month, plus arrears
Tobacco sellers need a separate, costlier tobacco licence
Unlicensed premises can be stopped (s.466); misuse fine up to ₹5,000
What Jharkhand calls a trade licence
The Jharkhand Municipal Act, 2011 governs every urban local body in the state — municipal corporations such as Ranchi, Dhanbad, Deoghar, Hazaribagh, Giridih, Adityapur and Chas, municipal councils and nagar panchayats. Like the Bihar law it was modelled on, it doesn't say "trade licence". Chapter 40 calls it a municipal licence. Section 455 says no one may use, or let anyone use, premises for a non-residential purpose listed in the Schedule without a licence from the municipal commissioner (in a corporation) or the executive officer (in a council or nagar panchayat), or otherwise than in line with its terms.
Two provisos shape the licence. First, it can't be granted for a use that breaks the Act or any other law — so a shop in a building used against its sanctioned purpose, or in a zone where the use isn't allowed, can be refused. Second, the commissioner or executive officer issues licences subject to the conditions and manner set by the municipality's regulations.
The Act also caps the fee. Section 455(4) lets each municipality fix fees by regulation and vary them by category of use and area, then adds that no fee shall exceed "two thousand and five hundred rupees in any case". Ranchi's online calculator matches that ceiling: its highest slab is exactly ₹2,500 a year a year.
People in Ranchi also call it the "nagar nigam licence" or "municipal licence". It isn't the same as shop act registration with the Labour Department or Jharkhand professional tax enrolment. Many businesses need all three.
Which businesses need the licence

The Schedule has 197 entries, arranged alphabetically from aerated water to yarn. Most describe a material and the processes applied to it — storing, packing, pressing, boiling, melting, grinding or manufacturing — often with the words "except for domestic purposes". That phrase is what pulls ordinary shops in: if you keep cloth, paper, oil, plastic goods or plywood for sale, you are using premises for a scheduled purpose. Some entries that show how wide the net is:
- Food and hospitality: keeping an eating house or catering establishment; boarding and lodging houses, including paying-guest accommodation; keeping a lodging house; aerated water manufacture.
- Services: hair-dressing salons and barbers' shops; laundry shops and the washerman's trade; banking; photography studios; printing and litho presses.
- Retail: cloth and clothes of cotton, wool, silk and art silk other than for domestic use; paper; plastic goods; and the last entry, added for modern trade — sale, purchase and repair of all apparatus running on electricity.
- Workshops: welding; cutting or treating metal by hammering, drilling, pressing, filing or polishing; wooden furniture; marble cutting; machinery used for any industrial purpose.
Ranchi's online form makes this practical. The "Nature of Business" drop-down lists the Schedule entries word for word, and you can pick more than one. If you can't find your activity, choose the closest entry or "Others" and say what you do in the business description. Don't assume a small shop is exempt.
Special trades. Section 464 requires a separate licence for butchers, fish-mongers, poulterers and anyone using a place to sell flesh, fish or poultry for food; sealed tins and packs are exempt. Section 465 also covers keeping animals or birds for sale or hire, running a market that needs a licence, and work as an artisan. Fairs and melas need a licence under section 456, and private markets under section 461.

When another licence comes first: the provisional licence
Section 455(2) follows the Bihar pattern. If your business also needs a licence or permission from the state government or a statutory body — a drug licence, explosives or petroleum licence, pollution consent, factory licence or fire clearance — the municipality can't issue the municipal licence until you produce it and hand in authenticated copies.
Where the other law needs a municipal licence before it will issue its own, the commissioner or executive officer can grant a provisional licence. It becomes final only when you produce the other licence, and it's valid only for meeting that other law's precondition. Pharmacies and fuel or chemical storage are the usual cases.
Section 455(3) lets the commissioner write conditions into the licence to guard against danger to life, health or property and to abate nuisance — fire extinguishers, ventilation, storage limits or waste arrangements. Under section 482, every licence must state its date, duration, restrictions and fee, can be suspended or revoked after a show-cause notice if you breach its conditions or obtained it by misrepresentation, and must be produced when an officer asks.
Fees in Ranchi: the official slabs
Ranchi Municipal Corporation doesn't publish a fee table as a document. It does publish something more useful: the fee calculator built into the online application on the state portal. We ran it on 13 October 2026 for a new licence with a current start date and recorded the results.

The fee depends on area, not on the trade, for the ordinary licence — a 400 sq ft salon and a 400 sq ft electronics repair shop pay the same ₹500 a year. The form also asks for a category ("Hostel/Lodge/Banquet Hall/DharamShala", "Dangerous Trade" or "Others"), so expect inspection or extra conditions for lodging and hazardous trades even where the fee is the same.
Other Jharkhand municipalities set their own fees under section 455(4), so Dhanbad, Deoghar or a nagar panchayat may charge different slabs. The ₹2,500 ceiling applies everywhere. If a consultant quotes more than that as the "government fee" for a municipal licence, the excess is their charge or a different licence altogether, such as an advertisement or market licence.
One year or several? A longer licence costs the same per year, so the choice is about cash flow and certainty. Paying for five years upfront means no renewal to remember and no late penalty if you forget. But if you expect to move, expand past a slab boundary or change your trade within that time, you'll need an amendment or a fresh licence anyway, and the Act doesn't say whether unused years are refunded. A new business unsure of its premises is usually better off with one or two years; an established shop in its own building can sensibly take longer.
Worked examples
A 350 sq ft mobile repair shop on Main Road. Electrical apparatus sale and repair is Schedule entry 197. The premises fall in the 101–500 sq ft slab, so the licence costs ₹500 a year a year, or ₹2,500 for five years if you choose that period upfront.
A 1,800 sq ft restaurant in Lalpur. An eating house is on the Schedule, and the restaurant pays the top slab of ₹2,500 a year a year. It also needs an FSSAI licence and, depending on the building, fire clearance — and the municipal licence can't be finalised until those are produced.
A paan and cigarette counter of 60 sq ft. It needs the separate tobacco licence rather than the ordinary trade licence. The tobacco fee for very small premises wasn't something we checked, so let the calculator work it out when you apply.
How to apply online
Applying for a municipal licence in Ranchi
- 1
Check the holding record
Note the holding (property tax) number of the premises and clear any arrears. The form asks for the holding number and fills in owner details from it.
- 2
Open the state portal
Jharkhand municipal trade licence servicesGo to municipalservices.jharkhand.gov.in (Ranchi Municipal Corporation's website links here) and choose Apply For New Licence.
- 3
Enter firm and premises details
Choose firm type (proprietorship, partnership, company), whether the premises are owned, rented or leased, the category, ward, total area in sq ft, establishment date, address and owner details with mobile and email.
- 4
Pick the trade and the licence period
Select one or more Schedule entries under Nature of Business, then choose a period of 1 to 10 years under License For. The form shows the charge, any penalty and any denial amount or arrears.
Tip: Enter the real establishment date. A past date adds a late penalty and arrears; a wrong date can cause trouble at inspection.
- 5
Submit documents and pay
Provide the identity, premises and constitution documents the application asks for and pay online. Keep the application number and receipt.
- 6
Download and display the licence
Once approved, download the licence, check the trade, area and period printed on it, and display it at the premises. Use Search Licence to confirm it's on record.
Other cities. The portal is run by the State Urban Development Agency, and the licence pages we tested were set up for Ranchi Municipal Corporation. Dhanbad, Deoghar, Hazaribagh and other bodies apply the same Act and Schedule, but check with the local municipal office how it takes applications — and if it's on paper, get a dated acknowledgement.
Timelines. We couldn't find a notified processing time for municipal licences in Ranchi on an official page in October 2026. Keep the application number: it's your proof that you applied if an inspector visits before the licence is issued.
Documents you'll need
Documents for a municipal licence in Ranchi
0/7Most problems come from the premises record. A holding number in someone else's name with no consent letter, unpaid property tax, or a floor area that differs from the property tax record will hold up approval. If you rent, a short consent letter from the owner naming the business use saves a second round.
Renewal, amendment and surrender

Section 455(5) leaves it to each municipality's regulations to decide when the first licence must be taken out and how annual renewal works. In Ranchi the practical answer is on the portal: you buy the licence for a chosen number of years, and you renew through Renew Licence before that period ends.
The portal also offers Amendment Licence — for a change in the business, area or partners — and Surrender Licence when you close. Under section 482(4), once a licence expires or is revoked you're treated as having no licence until it's renewed, so trading on an expired licence is trading without one. Surrendering when you close stops arrears building up against the premises.
Late penalties and arrears. The calculator adds a penalty when the establishment date is earlier than the application. In our tests the penalty was ₹100 plus ₹20 a month for each month of delay (counting the current month). For a business started in early 2025, the calculator also added a year's fee as arrears. These amounts are small, but they're shown on the receipt and keep growing until you apply. The form also shows a "denial amount" where the corporation has already issued a notice against an unlicensed firm at that address — search for your firm name in the denial list before you apply.
Penalties and enforcement
Stopping the business. Under section 466, if the commissioner believes premises are being used for a non-residential purpose without a licence, or against its terms, he can stop that use for a specified period by whatever means he considers necessary. If you carry on, he can levy a continuing fine. For artisans, animal keeping, unlicensed markets and meat sales, section 465 lets him stop the use, confiscate articles, prepare an inventory and auction perishable items without notice, with a fine of ₹2,000 and ₹50 a day for continuing offences.
Fines. Using premises for something other than the licensed purpose brings a fine up to ₹5,000 for a masonry building and up to ₹500 a day while it continues (section 603; lower amounts for a hut). Where no specific penalty applies, section 608 allows a fine up to ₹1,000 and up to ₹100 a day for continuing contraventions. Section 609 makes those in charge of a company's business liable for its offences unless they show due diligence.

The licence is also leverage for other municipal dues. In February 2026 Ranchi Municipal Corporation served a final notice on dozens of coaching centres, schools, clinics and shops over unpaid fines for unauthorised posters and warned that their trade licences would be cancelled if they didn't pay, according to The Photon News. Keep your advertisement permissions and other dues clean if you want the licence to stay valid.
Common mistakes and how to fix them
Overpaying. No section 455 licence can cost more than ₹2,500 a year. In Ranchi, check the portal's calculated charge against your floor area before paying anyone.
Understating the area. The fee depends on square feet. An area smaller than the property tax record or what an inspector measures can mean a revised demand or a refused application.
Back-dating or forward-dating the start date. The establishment date drives the late penalty and arrears. Enter the true date and pay the small penalty rather than risk a false declaration.
Forgetting the tobacco licence. Selling cigarettes, gutkha or other tobacco products needs the separate tobacco licence on the portal.
Walking away without surrendering. If you close or move, use Surrender Licence. Otherwise the record stays live against the premises and the next occupant — or you, if you return — may face arrears or a denial amount.
Confusing registrations. The municipal licence, Jharkhand shop act registration, professional tax and FSSAI are separate. Employers must also pay at least the Jharkhand minimum wages.

What to do next
Find your business in the Schedule, line up any licences other laws require, clear the property tax and measure your floor area. Then apply on the state portal, pick a licence period that suits your plans, and save the receipt. Food businesses should take FSSAI registration first, larger premises may need a fire NOC, and Udyam registration unlocks MSME benefits. Use our startup cost calculator to budget your first-year licences. For the neighbouring state's very similar law, see our Bihar trade licence guide.

Frequently asked questions
Ranchi Municipal Corporation charges by floor area. Its online fee calculator showed ₹300 a year for premises up to 100 sq ft, ₹500 a year for 101–500 sq ft, ₹1,500 a year for 501–1,000 sq ft and ₹2,500 a year above 1,000 sq ft in October 2026. Section 455 of the Jharkhand Municipal Act caps any licence fee at ₹2,500 a year.
Use the state's municipal services portal, municipalservices.jharkhand.gov.in, which Ranchi Municipal Corporation links to for new licences, renewals, amendments, surrenders and searches. Choose Apply For New Licence, select Ranchi, enter firm, premises, area and owner details, pick the trade from the Schedule list and the licence period, then pay the calculated fee online.
Yes, if your premises are used for any non-residential purpose in the Schedule to the Jharkhand Municipal Act, 2011. Section 455 bars such use without a licence from the municipal commissioner or executive officer. The Schedule has 197 entries, including eating houses, salons, laundries, lodging houses, banking, cloth shops, workshops and electrical sales and repair.
The Act leaves renewal to each municipality's regulations and speaks of annual renewal. Ranchi's online form lets you choose a licence for 1 year up to 10 years, and the calculator multiplies the yearly rate by the number of years — ₹500 a year a year becomes ₹1,500 for three years.
The commissioner can stop the use of unlicensed premises under section 466 and levy a continuing fine. Using premises for a purpose other than the one licensed can bring a fine up to ₹5,000 plus up to ₹500 a day. When you apply late, the portal adds a penalty — ₹100 plus ₹20 a month for each month since the business started — and arrears for missed years.
Yes. The Jharkhand municipal services portal has a separate Apply For New Tobacco Licence service for Ranchi. The fee is higher than an ordinary trade licence: the calculator showed ₹1,500 a year for a 300 sq ft shop in October 2026, against ₹500 a year for the same shop without tobacco.
