People search for "NSIC Technical Services Centre" for two different reasons. Students and job seekers want a short, cheap, government-certified course in CNC, CAD or electrical work near Okhla, Howrah or Chennai. Small manufacturers want NSIC's testing labs, or its Single Point Registration so they can bid for government tenders without paying the EMD. This guide covers both: all eight centres and what each does, current course fees, testing and incubation, and then SPRS — benefits, fees and the online steps — as of October 2026.
Quick answer
NSIC Technical Services Centres (NTSCs) are the training-and-testing arm of the National Small Industries Corporation, a Ministry of MSME enterprise. There are eight: Okhla (New Delhi), Neemka (Faridabad), Rajpura, Aligarh, Howrah, Hyderabad, Chennai and Rajkot. Separately, NSIC's Single Point Registration Scheme enlists micro and small units for government purchases.
Courses: 2 weeks to 6 months in CNC, CAD/CAM, tool room, electrical, IT, plus ITI trades — e.g. ₹12,000 for a 3-month CNC operator course at Chennai
Testing: NABL/BIS-accredited labs for metals, electricals, pumps, plastics and more
SPRS fee: ₹3,000 (micro) or ₹5,000 (small) for turnover up to ₹100 lakh, plus GST and inspection
SPRS benefits: free tender sets, no EMD, L1+15% price preference; valid 2 years
What NSIC and its Technical Services Centres are
The National Small Industries Corporation (NSIC) was incorporated in 1955 and is a Government of India enterprise under the Ministry of MSME. It works in three areas: marketing (tender marketing, SPRS, exhibitions), finance (raw-material assistance and bill discounting against bank guarantees) and technology support. The technology support runs through the NSIC Technical Services Centres — NSIC abbreviates them as NTSC, older documents say NSIC-TSC — and smaller extension and incubation centres.
Each NTSC does four jobs. It trains school leavers, ITI and diploma holders, and engineers in hands-on trades. It tests materials and products in NABL-accredited or BIS-approved labs. It rents out spare tool room and CNC capacity for job work. And it incubates first-generation entrepreneurs. NSIC is a public-sector company, not an academic institute, so most courses lead to an NSIC certificate rather than a diploma. The exceptions are the NCVT ITI trades at Okhla and Howrah, the SBTET-approved certificates at Hyderabad and the AICTE diplomas at Neemka.

"NSIC Guindy" in searches usually means the Chennai centre. Our directory has a full NSIC Okhla profile; compare it with the MSME Ministry's own tool rooms such as CTTC Bhubaneswar or the Indo-German Tool Rooms.
NSIC courses and fees
NTSC courses are short, practical and cheap compared with private institutes, and new batches start every month. Each centre publishes its own calendar. The Chennai centre's 2026-27 calendar gives a good picture of typical fees:

Other centres follow the same pattern with local variations:
- Okhla publishes separate calendars for mechanical (tool & die, tool design, CNC, CMM), design (reverse engineering, 3D printing, ANSYS), electrical and electronics (including solar and IoT), computers and IT, and multimedia and animation, plus NCVT ITI admissions.
- Howrah runs ITI trades and four-week "industrial vocational on-job training" for engineering and science students. Options include 3D printing, CNC, mechatronics, material testing, solar rooftop design, PLC/SCADA and motor/transformer winding.
- Hyderabad splits courses into mechanical, electrical and electronics, and software and management modules, and runs customised courses for companies.
- Neemka offers short courses from one to twelve months for anyone with Class 8, Class 10, ITI, diploma, B.Tech or MBA, alongside its diploma programmes.
Several centres hold job melas two or three times a year, and the centre pages list recruiters and success stories. Some short courses, and the incubator courses, are sponsored by government schemes from time to time — ask the centre whether a free batch is open before paying.

Testing labs: which centre tests what
For an MSME, an NSIC test report is a cheaper route to proving a product meets an Indian Standard. NSIC can also collect samples from your unit. The table follows NSIC's centre-wise testing list.
| Test type | Centres |
|---|---|
| Chemical | Okhla, Howrah, Neemka, Aligarh |
| Mechanical / material | Okhla, Howrah, Neemka, Aligarh, Rajkot |
| Electrical | Chennai, Rajkot, Howrah |
| Pump and motor | Chennai, Rajkot |
| Diesel engine | Rajkot |
| Plastic | Rajkot, Neemka |
| Rubber | Neemka |
| Domestic electrical appliances | Rajpura |
| Energy audit, CNC machining, EV motor/battery | Hyderabad |
Each centre posts a rate list and its NABL certificate and scope on its page. Check that the exact test and standard you need is within the accredited scope before you send samples.

Incubation and entrepreneurship support
NSIC runs incubators at its technical centres. Okhla has an incubator with an entry form and training calendar, and Howrah runs Livelihood Business Incubators at Nawada and Rourkela. Neemka's incubator gives hands-on training in small trades such as bakery products, soya milk, paper cups, socks knitting and colour printing. NSIC also franchises Training-cum-Incubation Centres (NSIC-TICs) to private institutes under a public-private partnership; the list on its website runs to dozens of centres across the country. Its Entrepreneurship Orientation Programme introduces school and college students to starting a small business.
If you finish an incubator course and start a unit, the next steps are Udyam registration and then, if you want government orders, SPRS.
NSIC Single Point Registration (SPRS): what you get
Under the Public Procurement Policy for Micro & Small Enterprises Order 2012 (amended by S.O. 5670(E) of 9 November 2018), every central ministry, department and PSU must buy at least 25% of its annual purchases from MSEs. Within that, 4% must come from SC/ST-owned units and 3% from women-owned units. NSIC's SPRS certificate is one way to prove you qualify. The benefits listed by NSIC:
Benefits of NSIC Single Point Registration
0/6Do you still need SPRS if you have Udyam? Udyam registration is the base requirement, and many buyers now accept a Udyam certificate as proof of MSE status. SPRS adds a factory inspection, a list of the specific items you are certified to supply, and a monetary limit — the maximum order value NSIC certifies you can handle. If a tender asks for "NSIC registration for the tendered item", only SPRS will satisfy it. Read the eligibility clause first, then decide.
SPRS eligibility, fees and monetary limit
Who can register: micro and small enterprises in manufacturing or services that have Udyam registration. A unit in production for less than a year can get a provisional registration for one year with a monetary limit of ₹5 lakh. Traders, commission agents, drug manufacturers (except AYUSH medicines), blacklisted firms and firms whose owner or director has a criminal conviction cannot register. If you have several factories, register them all at one NSIC branch.

The inspection agency's charges are on top of these fees; NSIC publishes the list of empanelled agencies and their rates. Units in the North-East get a 20% concession on the NSIC fee. SC/ST-owned units paid a nominal ₹100 + GST from 2021-22 to 2025-26 — check with NSIC whether that concession has been extended for the current year.
Worked example. A small enterprise with ₹4.2 crore turnover in its latest audited balance sheet pays ₹5,000 for the first ₹100 lakh. The remaining ₹320 lakh counts as four additional ₹100-lakh blocks (assuming part-blocks are rounded up — confirm with NSIC's online fee calculator), so 4 × ₹2,000 = ₹8,000. The total is ₹13,000 + GST, plus the inspection fee.
Monetary limit. NSIC normally fixes it at 50% of your highest net sales in the last three audited years, provided your plant and machinery hasn't shrunk. If the unit made losses, the limit drops to 40%, 30% or 20% of average turnover for one, two or three loss years.
How to register on NSIC: step by step
NSIC SPRS registration online
- 1
Get Udyam registration first
You need a valid Udyam Registration Number and the business PAN. See our Udyam guide.

Tip: Partnerships and companies add the partnership deed or MoA/AoA — use the checklist for your entity type.
- 4
Pay the fee and pick an inspection agency
Pay NSIC's fee online and choose an empanelled agency that covers your products and district. Manufacturing units always get a third-party inspection.
- 5
Inspection and approval
The agency inspects your factory and reports to NSIC. Approval needs complete documents, a passed inspection and all fees cleared.
- 6
Download the certificate
The certificate is issued online; the NSIC branch also posts a physical copy. Quote the registration number on tenders.
Set a reminder for renewal: apply up to six months before the 2 years validity ends to get the 50% renewal discount. Renewal after the one-month grace period is charged as a fresh registration.
Common mistakes
- Paying a "NSIC registration agent". The portal is self-service, and NSIC branch offices help for free.
- Listing items you don't make. The inspection checks your machinery against every item you claim; extra items can delay approval.
- Assuming EMD exemption covers security deposit. The Ministry's FAQ is clear that it does not.
- Letting the certificate lapse. After the grace period you pay the full fresh fee again.
- Ignoring payment rights. Once you supply, government buyers must pay within 45 days; use our MSME delayed payment calculator if they don't.

What to do next
If you want a skill, call the nearest centre's training desk and ask for this month's calendar — Chennai, for example, starts most courses in the first week of every month. If you run a unit, get Udyam registration sorted, check whether your next target tender asks for SPRS, and start the NSIC application at least two months before the bid date to allow time for the inspection. For tooling and precision machining beyond NSIC's job-work capacity, look at CTTC Bhubaneswar, the Indo-German Tool Rooms or, for plastics, CIPET.
Frequently asked questions
NSIC is the National Small Industries Corporation Ltd, a Government of India enterprise under the Ministry of MSME, incorporated in 1955. It supports micro, small and medium enterprises with marketing (tender marketing, Single Point Registration, exhibitions), finance (raw material assistance, bill discounting) and technology support through its Technical Services Centres, which run training, testing and incubation.
For fresh Single Point Registration, NSIC charges ₹3,000 for a micro enterprise and ₹5,000 for a small enterprise with turnover up to ₹100 lakh. Above that, add ₹1,500 (micro) or ₹2,000 (small) for every extra ₹100 lakh, up to a cap of ₹1 lakh. GST is extra, and the third-party inspection agency charges separately.
Udyam registration is required before you can apply to NSIC, and many buyers now accept a Udyam certificate as proof of MSE status. NSIC's Single Point Registration is still useful because it certifies the specific items you can supply and a monetary limit after a factory inspection. Some tenders ask for it specifically. Always read the tender's eligibility clause before deciding.
An SPRS certificate is valid for 2 years. You can apply for renewal online on nsicspronline.com up to six months before expiry and get a 50% discount on the renewal fee. There is a one-month grace period after expiry at the renewal fee; after that, you pay the fresh registration fee. The renewal fee is capped at ₹60,000.
NSIC Technical Services Centre Okhla runs short courses in mechanical workshop, tool and die making, tool design, CNC and CMM, CAD/CAM, reverse engineering and 3D printing, ANSYS, IT, multimedia and animation, electrical and electronics, solar and IoT, plus NCVT ITI trades and incubator courses such as beautician and apparel. Fees and batch dates are in the centre's training calendar; call 011-26826801.
No. SPRS is only for micro and small enterprises in manufacturing or services. Wholesale and retail traders and commission agents are excluded. Medicine and drug makers are also excluded, except Ayurvedic, Unani, Siddha and Homeopathic units. Blacklisted firms, and firms whose owner or director has a criminal conviction, cannot register either.
