"MSME Technology Centre" is the name the Ministry of MSME now uses for its government tool rooms and technical institutes. There are two kinds: the established centres you may know as CITD, IGTR or CTR, and a newer wave being built in places like Durg, Bhiwadi, Rohtak and Bengaluru. Students search for them because they offer AICTE diplomas and short courses at low fees. Small manufacturers search because they make tools, test products and machine parts that a small unit can't afford to do in-house. This guide lists every centre we could verify on Ministry and DC-MSME pages, with sector, address and website. It also explains the two expansion schemes and shows where to start.

Quick answer

An MSME Technology Centre (TC) is a Government of India society under the Ministry of MSME that offers advanced manufacturing support (tool design, precision machining, testing, calibration) and technical training. There are 18 established centres (former Tool Rooms and Technology Development Centres, set up 1967–1999) and 15 new centres under the World Bank-assisted Technology Centre Systems Programme (TCSP), of which 9 had been dedicated to the nation by December 2025.

  • New TCSP centres: Bhiwadi, Baddi, Rohtak, Durg, Bengaluru, Puducherry, Greater Noida, Sitarganj, Visakhapatnam, Patna, Imphal, Sriperumbudur, Bhopal, Kanpur, Kochi

  • A second scheme (TCEC) adds 20 more TCs and 100 extension centres — 25 extension centres were operational by November 2025

  • Eight new centres already run AICTE diplomas; Durg's 2026-27 tuition is ₹19,000 a semester

  • Every centre's website is listed below — fees and admissions vary centre by centre

What an MSME Technology Centre does

The Ministry describes three jobs for every centre: giving MSMEs access to advanced manufacturing technology, skilling people from school dropouts to graduate engineers, and offering technical and business advice. In practice, that means:

  • Tooling and production: designing and making press tools, moulds, dies, jigs and fixtures, and machining precision parts. Some centres also make parts for defence and aerospace.
  • Testing and calibration: several older centres run NABL-accredited labs. DC-MSME's testing directory marks CTR Ludhiana, PPDC Meerut, IDEMI Mumbai, FFDC Kannauj, PPDC Agra, CIHT Jalandhar, CDGI Firozabad and CTTC Bhubaneswar as accredited.
  • Training: AICTE-approved diplomas after Class 10, post-diploma and PG courses, NSQF-aligned courses of 3–12 months, and short CAD/CNC courses — plus free government-sponsored batches.

The names can be confusing. Older centres kept their original names — Indo German Tool Room, Central Institute of Tool Design, Institute for Design of Electrical Measuring Instruments — but now usually add "MSME Technology Centre, city". The new centres use only the "MSME Technology Centre" name.

The new TCSP centres: Durg, Bengaluru, Bhiwadi, Kanpur and more

The Technology Centre Systems Programme (TCSP) was approved by the Cabinet Committee on Economic Affairs in 2014. It is building 15 new centres and upgrading the old ones, with World Bank support of USD 200 million. The original estimate was ₹2,200 crore. The Ministry's 2025 year-end review gives a revised cost of ₹2,402 crore and extends the programme to September 2026. Land allotment delays and COVID-era equipment delays slowed several sites.

Status below is from that December 2025 review. Addresses and websites are from DC-MSME's TCSP contacts page.

Two practical notes. Bhopal also lists a city-centre office at the MP LUN Building near Imami Gate, separate from the Acharpura campus, so check which one your course runs at. Kanpur's centre, in the Fazalganj Industrial Estate, is mentored by CTR Ludhiana; its contact on DC-MSME's TCSP page is a CTR general manager. In January–November 2025, the new centres together assisted 1,520 MSMEs and trained 59,357 people.

Spotlight: MSME Technology Centre Durg (2026-27 admissions)

Durg is the most searched new centre, so here are its official 2026-27 details. It offers two AICTE-approved three-year diplomas — Tool & Die Making and Mechatronics — affiliated to Chhattisgarh Swami Vivekanand Technical University (CSVTU), Bhilai. Each has 60 seats, reserved as 30 general, 6 EWS, 16 OBC, 9 SC and 5 ST. The centre says the courses are about 70% practical.

Eligibility: Class 10 with Mathematics and Science and 50% aggregate (40% for SC/ST). Selection: the Diploma Common Entrance Test (DCET). In 2026 registration was extended to 10 June and the test held on 14 June. Fees at admission: ₹19,000 tuition, ₹5,000 refundable security deposit, ₹1,200 accident insurance, ₹500 library, ₹500 tool kit and diary, and ₹800 assessment. Registration costs ₹250 (₹150 for SC/ST). Fees aren't refunded if you cancel or drop out. Contact: 0788-2617200, [email protected].

The 2026 round is over; the next prospectus will appear on msmetcdurg.org, usually in spring. Other new centres run similar diplomas — Rohtak's website, for example, lists Tool & Die Making and Mechatronics — but each sets its own duration, fee and test date, so read that centre's prospectus.

TCEC: 20 more centres and 100 extension centres

A separate Cabinet-approved scheme, Establishment of New Technology Centres / Extension Centres (TCEC), takes the network further. It plans 20 new TCs and 100 extension centres (ECs) so that MSMEs in districts without a big centre can still reach training and machines. By November 2025, 64 EC locations had been approved and 25 were operational. Between them they had trained 53,963 people and assisted 1,357 units. The locations for the 20 TCs have been approved and the project is under implementation.

Extension centres are usually smaller outposts run by an established TC — often inside an ITI or an MSME-DFO campus. Examples in our guides include IDEMI's centre in Bengaluru, CITD's in Chennai and Kolar, and CTR Ludhiana's in Nilokheri, Karnal and Faridabad. If you're far from any big centre, ask your nearest TC or MSME-DFO whether an extension centre runs courses near you.

How to use a Technology Centre as a student

Getting a seat at an MSME Technology Centre

  1. 1

    Pick the sector first

General-engineering centres teach tool & die, mechatronics and CNC; ESDM centres (Bengaluru, Puducherry, Greater Noida, ESTC Ramnagar) teach electronics; specialist centres cover footwear, glass, fragrance or sports goods.

  2. 2

    Check the diploma's affiliation

Diplomas are AICTE-approved but affiliated to the state board or university (PSBTE Punjab, SBTET Telangana, MSBTE equivalence in Maharashtra, CSVTU in Chhattisgarh). This decides lateral entry into a B.Tech.

  3. 3

Watch admission windows from March to June

In 2026, CITD opened diploma applications on 1 March, IDEMI on 17 April, and Durg held its test on 14 June. Most centres run their own test or merit lists between May and July; some, like CTR Ludhiana, admit only through state counselling.

  4. 4

Look at short and NSQF courses

Diplomas cap entry age (19 at CITD, 22 at Durg). If you've missed it, the 3–12 month NSQF courses and 1-month CAD/CNC courses generally set only a minimum age or qualification.

  5. 5

    Ask about free sponsored batches

SC/ST students generally pay no tuition, and centres run free courses under ESDP, the National SC-ST Hub and PM VIKAS.

Which centre should you choose?

  • Nearest is usually best for students. Diplomas run three to four years, and hostel places (where they exist) are limited. Start with the centre in your state from the two tables above.
  • Match the sector to the job you want. Tool & die and mechatronics diplomas suit auto-parts and engineering suppliers; ESDM centres suit electronics manufacturers.
  • For MSMEs, match the capability. Use IDEMI for calibration and EMC testing, CTR Ludhiana or CTTC Bhubaneswar for heat treatment and precision tooling, CITD for tool design, and FFDC Kannauj for fragrance testing.
  • New centres have newer machines but shorter track records. Ask for placement data before you commit, and check the diploma's affiliation and AICTE approval for your admission year.

What to do next

Students: shortlist two centres — the nearest one and the best sector fit — and bookmark their admission pages before March. Manufacturers: call the nearest centre's production desk with a drawing and ask what it can test, machine or train for you this quarter. For maps and equipment summaries, browse the technology centre directory.
