CTR Ludhiana — the Central Tool Room in Ludhiana's Focal Point industrial area — has trained tool and die makers for Punjab's bicycle, hand-tool and auto-parts industry since the 1980s. Today it also teaches mechatronics and computer science and runs dozens of month-long CAD and CNC courses. Students mostly search for the "CTR Ludhiana courses list" with fees. Factory owners want its heat treatment and tooling services. This guide uses CTR's own course pages, admission notices and 2024-25 annual report. It also clears up a common confusion: the fire-safety and sanitary-inspector courses marketed in CTR's name.

Quick answer

CTR Ludhiana (Central Tool Room) is a Government of India society under the Ministry of MSME at A-5, Focal Point, Ludhiana 141010. It runs AICTE-approved diplomas in Tool & Die (4 years), Mechatronics and Computer Science (3 years each) — admission through Punjab's PSBTE&IT online counselling — plus PG and post diplomas, NSQF courses and monthly 96-hour CAD/CNC courses. It also offers tooling, heat treatment and prototyping for industry.

  • 60 seats per diploma; Class 10 for the first year, 10+2 or ITI for LEET into the second year

  • Short courses start every month: AutoCAD ₹4,956, CNC lathe/milling ₹12,390

  • Extension centres at Nilokheri, Karnal and Faridabad (Haryana)

  • No fire safety or health sanitary inspector course appears on CTR's official lists

What CTR Ludhiana is

The Government of India set up CTR in 1980, with technical and financial help from the Federal Republic of Germany. The Punjab government provided the land and buildings. It's registered as a Government of India society under what is now the Ministry of MSME. A governing council chaired by the Additional Secretary & Development Commissioner (MSME) runs it. Members include the industries directors of Punjab, Haryana, Himachal Pradesh and Jammu & Kashmir, Chandigarh's industrial corporation, GTZ, and industry bodies such as the Hand Tool Association, Ludhiana.

The Ministry lists CTR among its 18 MSME Technology Centres (the ten former Tool Rooms and eight Technology Development Centres), with the sector "General Engineering (Auto Parts – Metal)". Its mandate is northern India: making tools, jigs, moulds and dies for small firms that can't afford precision machines, and training the people to run them. The CTR directory profile has a map, and our MSME Technology Centres guide lists all the centres.

Scale, from the 2024-25 annual report: CTR trained 14,604 people that year (107 on long-term courses and 14,497 on 639 short courses). It assisted 3,512 MSMEs and earned ₹11.75 crore against ₹11.27 crore of expenditure.

The diplomas are affiliated to the Punjab State Board of Technical Education & Industrial Training (PSBTE&IT), Chandigarh, and approved by AICTE. The annual report puts the sanctioned intake for Tool & Die and Mechatronics at 63 a year, plus 6 through LEET. The 41st Tool & Die batch passed out in 2024-25.

Other long-term courses

  • Certificate Course in Heat Treatment — two years, 25 seats a year. CTR says no other institute in the region runs it, and an optional one-year internship follows.
  • Condensed Course in Tool & Die Making — one year, run as two six-month NSQF modules; 35 seats every six months.
  • PG Diploma in Tool Design & CAD/CAM, Post Diploma in CAD/CAM and Post Diploma in Tool & Die Manufacturing — listed at ₹45,000 a semester for graduates or diploma holders in mechanical and allied branches.
  • Six-month NSQF courses — for example the Master Certificate in CAD/CAM, CNC Technology or Tool Design (₹45,000), Advanced Diploma in Machine Maintenance & Automation (₹40,000), Advanced Diploma in CNC Programming (₹60,000), and Certificate in Electrical Equipment Repair (₹35,000).

Check the dates before you rely on these fees: the long-term course pages still show "Jul 2019 / Jan 2020" start dates. CTR keeps the pages up, but the fees may have changed. Call the training office for the current batch and fee.

CTR also runs fully government-funded batches under ESDP, ESD-ATI, DDU-GKY and the Samsung ARISE electronics-repair programme; in 2024-25 it trained 1,275 people under ESD-ATI alone. These free batches are announced on the home page.

Fire safety and health sanitary inspector courses: what to know

Many searches pair CTR Ludhiana with "fire course fees" or "HSI course". Neither course appears on CTR's official course pages or in its 2024-25 annual report's list of 35 courses. The report's future-plans section mentions only "efforts" to run assessments of prior learning in fire safety, health & fitness and pre-primary education, if MSMEs ask for them.

Several private institutes in Ludhiana advertise fire and sanitary-inspector courses while describing themselves as affiliated to "MSME CTR". We couldn't confirm any such arrangement on CTR's website. Before you pay for a course sold under CTR's name, ask for the course code and check it with CTR's training office ([email protected], 0161-2670058 extension 250–252). Also make sure the certificate will be issued by CTR itself.

Admission process and results

How to get a CTR Ludhiana diploma seat

  1. 1

Watch for the PSBTE&IT counselling notice

Diploma seats at CTR are filled by Punjab's technical education board through merit-based online counselling, usually after Class 10 results. Notices appear in newspapers and on the board's site.

  2. 2

    Register on the board's portal

Register at punjabteched.com, fill in your marks and choose CTR Ludhiana and the branch. Stay in touch with PSBTE&IT until you're allotted a seat.

    Open PSBTE&IT portal
  3. 3

    Report to CTR with originals

Bring original certificates, attested copies, a photograph and your allotment details to CTR, A-5 Focal Point, and complete registration.

  4. 4

    Pay the fees

Pay online or offline at registration. SC/ST students are exempt from tuition under government rules but pay the other charges.

  5. 5

    Vacant-seat rounds

If seats remain, CTR runs its own rounds in PSBTE merit order, first come first served — in 2021 this ran until late October, so keep checking ctrludhiana.org.

Fees: CTR hasn't posted a current diploma fee online. Its last published notice, for the 2021-22 session, charged ₹10,919 tuition per quarter (about ₹43,700 a year) plus ₹8,350 annual charges including security. Hostel was ₹4,000 a quarter including security. Treat these as a floor, not a quote.

Short courses: download the admission form from the Admission form page, pay online, and upload the form with the receipt. Batches start every month.

"CTR Ludhiana result": PSBTE&IT, the affiliating board, conducts the diploma exams, so diploma results come from the board. For short courses and NSQF courses, CTR issues the certificate; ask the training office about assessment dates.

Placements

CTR's annual report says that in 2024-25, every long-term diploma trainee who opted for placement was placed, and that most passed-out trainees work in large firms and MSMEs. It publishes no salary figures or recruiter list. For heat treatment, CTR says all its heat-treatment trainees are working in industry. Ask the placement cell for last year's company list before you choose between Tool & Die and Mechatronics.
