"MSME Champions" means two different things in Indian government usage, and most pages mix them up. One is the CHAMPIONS portal, the Ministry of MSME's grievance and help desk. The other is the MSME Champions Scheme, the ministry's umbrella funding scheme for quality certification (ZED), productivity (LEAN) and innovation (incubation, design and IPR). This guide is for owners who want to use either: what each component pays and costs in 2026, how to apply, where the scheme stands after its approval period ended on 31 March 2026, and how to raise a complaint on the portal.

Quick answer

The MSME Champions Scheme has three parts: MSME-Sustainable (ZED) certification with up to 80% subsidy, MSME-Competitive (LEAN) with 90% of consultant costs paid, and MSME-Innovative with up to ₹15 lakh per idea, ₹40 lakh per design project and IP reimbursement. Its guidelines ran to 31 March 2026; it has ₹54.72 crore for 2026-27 and is under evaluation. The CHAMPIONS portal (champions.gov.in) is a separate grievance platform.

  • Udyam registration is the entry ticket for all three components

  • LEAN: Basic free; Intermediate up to ₹1.2 lakh + taxes, Advanced up to ₹2.4 lakh + taxes — you pay 10%

  • IPR: up to ₹1 lakh back for an Indian patent, ₹5 lakh for a foreign one

  • No renewal order published as of October 2026 — check the subsidy on the portal before paying

  • Unpaid bills go to MSME Samadhaan, not the CHAMPIONS portal

Two "Champions": the portal and the scheme

The CHAMPIONS portal. The name stands for Creation and Harmonious Application of Modern Processes for Increasing the Output and National Strength. The Prime Minister launched it on 1 June 2020, during the pandemic, as a single window for MSME grievances, guidance and handholding. It works on a hub-and-spoke model: a central control room in Delhi and state control rooms in the ministry's field offices — 69 of them according to the portal, which also serves users in eleven regional languages. It is integrated with CPGRAMS, the government's central grievance system. An upgraded CHAMPIONS 2.0 was launched on MSME Day, 27 June 2023.

The MSME Champions Scheme. This is a funding scheme. When the old Credit Linked Capital Subsidy and Technology Upgradation Scheme (CLCS-TUS) was restructured, its non-subsidy components were merged into one scheme for the five years 2021-22 to 2025-26 (the capital subsidy itself had ended in 2020 — see our CLCSS guide). The Union Budget 2026-27 describes its purpose as identifying and nurturing enterprises by upgrading processes, cutting waste and supporting growth, through three components:

Status after 31 March 2026

Central schemes are approved for one Finance Commission cycle at a time, and the 15th Finance Commission period ended on 31 March 2026. The LEAN guidelines say in so many words that "financial support, incentives, benefits & other provisions" are valid till 31 March 2026; the ZED guidelines carry the same end date (31 March 2026).

Three facts describe where things stand in October 2026:

  1. Evaluation under way. In a written Lok Sabha reply on 12 March 2026, the ministry said the scheme had "substantially progressed", that key deliverables had met or exceeded targets, and that an evaluation of its impact was in process. Evaluation is the normal step before a scheme is continued, redesigned or merged for the 16th Finance Commission cycle (2026-27 to 2030-31).
  2. Money in the Budget. The 2026-27 Budget allocates ₹54.72 crore to the scheme, which means the ministry expects to keep paying committed and ongoing cases.
  3. Portals open. The ZED, LEAN and Innovative portals were accepting registrations and showing updated counts when we checked, but we found no notification extending the guidelines or changing rates beyond March 2026.

What it means for you: going ahead is reasonable, especially for free or nearly free steps such as the ZED Bronze level or LEAN Basic. Before you pay a consultant or an assessment fee, check that the subsidy is shown on your portal dashboard or in your approval letter. If the scheme is renewed with new terms, the rates on this page may change, and we will update it.

MSME-Sustainable (ZED) in brief

ZED certification grades a manufacturing unit on quality, safety, energy, environment and workplace practices at three levels — Bronze, Silver and Gold. The government subsidises the certification cost at 80% for micro, 60% for small and 50% for medium enterprises, and at 100% for women-owned MSMEs. Bronze costs ₹10,000 before subsidy, and units that take the ZED pledge get a joining reward of ₹10,000 — so a micro unit typically pays nothing for Bronze. Certificates are valid for 3 years.

ZED is by far the largest component: 5,27,139 certified MSMEs as on 9 February 2026. Many banks offer interest or processing-fee concessions to certified units. The full process, costs at each level and the handholding and testing subsidies are in our ZED certification guide.

The state-wise annexure to the same reply shows how unevenly the scheme has been used. Uttar Pradesh (1,03,228) and Gujarat (96,423) together account for more than a third of ZED certificates, followed by Karnataka (66,363). Gujarat also dominates IPR reimbursements with 778, against 181 for Andhra Pradesh and 148 for Kerala, while Andhra Pradesh (129) and Karnataka (98) lead on incubation ideas. At the other end, Arunachal Pradesh had 3 ZED certificates and Goa 27. If you are in a state with low uptake, your nearest MSME Development and Facilitation Office (the ministry's field office) is the place to ask for help with applications and awareness sessions.

MSME-Competitive (LEAN): costs, levels and subsidy

LEAN helps a unit cut waste — excess inventory, waiting time, rework, unnecessary movement — using tools such as 5S, visual workplace, kaizen, standard work, single-minute exchange of die (SMED), kanban and value-stream mapping. It is run with implementing agencies such as the Quality Council of India and the National Productivity Council, and delivered by empanelled lean consultants.

Eligibility. Every MSME with Udyam registration, plus common facility centres under SFURTI and MSE-CDP. The ministry's March 2026 reply says LEAN, like ZED, mainly covers manufacturing across NIC divisions from food products to furniture.

How it works. You register on the LEAN portal and take the Lean Pledge, a formal commitment to lean practices. Then you move through three levels:

LevelHowDurationMaximum cost per unitYou pay
BasicIndividually, online self-learning modulesUp to 2 monthsFreeNothing
IntermediateIn a Group of Enterprises with a consultant on siteUp to 6 months (3 stages)₹1.2 lakh + taxes + taxes10% — up to ₹12,000 + taxes
AdvancedSame group, deeper handholdingUp to 12 months (3 stages)₹2.4 lakh + taxes + taxes10% — up to ₹24,000 + taxes

The government pays 90% of the implementation cost — up to ₹1,08,000 at Intermediate and ₹2,16,000 at Advanced. An additional 5% goes to units that are women-, SC- or ST-owned, located in the North-East, or part of SFURTI clusters, and to units that register through an OEM or industry association and complete all levels; the OEM or association also gets ₹5,000 per MSME. Certificates are valid for three years, with a surveillance audit at 18 months for Intermediate and Advanced.

A shadow board is a classic 5S tool: every tool has a marked place, so a missing one is obvious at a glance. LEAN's Basic level teaches tools like this before on-site consultant work begins.· Image: Maxschiraldi / Wikimedia Commons (CC BY-SA 4.0)

Worked example: a women-owned auto-parts unit in Pune

Suppose a micro auto-parts maker owned by a woman completes Basic online and joins a Group of Enterprises with five other suppliers of the same OEM for the Intermediate level.

  • Intermediate cost: ₹1,20,000 + taxes. Government share at 90% = ₹1,08,000; the unit's share = ₹12,000 + taxes.
  • Women-owned unit: an extra 5% government contribution, worth ₹6,000 on a ₹1.2 lakh project — so the unit's own cost falls towards ₹6,000 plus taxes.
  • If it goes on to Advanced (₹2,40,000 + taxes), its 10% share is ₹24,000 before the extra 5% (another ₹12,000).

For a few thousand rupees, the unit gets roughly a year of on-site consultant time. The payback comes from what the consultant finds: lower work-in-progress, shorter changeovers and less rework. The break-even calculator helps you test whether, say, a 3% cut in scrap pays for the staff time involved.

Uptake. The LEAN portal showed about 69,400 registered MSMEs, 20,200 Basic certificates and 4,300 units registered at Intermediate when we checked. The ministry's reply counted 18,609 LEAN-certified MSMEs as on 9 February 2026, with Bihar, Uttar Pradesh, Haryana and Gujarat each above 1,500.

MSME-Innovative: incubation, design and IPR

The third component is sector-agnostic — services as well as manufacturing — and has three sub-schemes plus a seed fund.

Incubation. Ideas are submitted through approved host institutes (HIs), which act as incubators. An expert committee shortlists them and the ministry's project committee approves. Each approved idea gets up to ₹15 lakh through the host institute; the applicant contributes 15% and the ministry pays 85%, except that students pay nothing. Host institutes can also get up to ₹1 crore for plant and machinery to support incubatees. The ministry counted 1,418 incubation ideas supported as on 9 February 2026.

Design. An MSME can submit a design project — new product design, packaging, design strategy — to the scheme's implementing agency. The government pays 75% of the project cost for micro and 60% for small and medium enterprises, up to ₹40 lakh, in three stages (40% at concept, 30% at detailed design, 30% at prototype and final report); the project must be finished within a year. Student design projects, where AICTE/UGC students work with an MSME, get up to ₹2.5 lakh (75% government share). Design has had the least uptake: 69 projects by February 2026.

IPR. The scheme sets up IP Facilitation Centres that help with patent searches, filing and advice, and it reimburses the cost of granted registrations to Udyam-registered MSMEs:

IP rightMaximum reimbursement
Foreign patent₹5 lakh
Indian patent₹1 lakh
Geographical Indication₹2 lakh
Design registration₹15,000
Trademark₹10,000

Reimbursement covers actual costs — official fees, attorney charges, search and drafting — up to these caps, as one-time support, and not if another central or state scheme has already paid for the same right. With 3,143 reimbursements by February 2026, this is the most-used part of MSME-Innovative. Gujarat alone accounted for 778. If you are about to file a trademark, see our trademark registration guide and keep every receipt.

Seed capital. The guidelines also provide for up to ₹1 crore of equity per beneficiary from a SIDBI-managed seed fund for graduates of the incubation, design or patent components who are ready to commercialise.

Which component should you start with?

The right entry point depends on what your business makes and where it is stuck.

A manufacturer selling to large buyers or exporting should start with ZED. Buyers and banks increasingly ask for it, Bronze is effectively free for micro units, and Silver or Gold signals process maturity in a supplier audit. Add LEAN once you know where your shop floor loses time or material.

A manufacturer with tight margins and messy operations gets more from LEAN. ZED tells you whether you meet a standard; LEAN's consultant helps you change how work flows. If a large customer runs a supplier development programme, ask whether it will register its vendors as a LEAN group — you get the extra 5% and a shared consultant.

A service firm, designer or product startup should look at MSME-Innovative. It is the only component open to services, and IPR reimbursement is the quickest win: file, wait for the grant, claim. Incubation and design need more preparation — a host institute or implementing agency has to back your proposal — but the grants are far larger.

How to apply for each component

Getting into the MSME Champions Scheme

Watch the dashboard for subsidy status, keep invoices and certificates, and diary surveillance audits and renewals.

Using the CHAMPIONS portal for grievances

The CHAMPIONS portal accepts four kinds of request — a grievance, a complaint, a suggestion, or a request for guidance/information — and also shows CPGRAMS grievances. It is the right place for problems such as a delayed subsidy release under a ministry scheme, an unhelpful office, trouble with a ministry portal, or questions about which scheme fits you. The portal says it routes cases to the relevant ministry office, state control room, bank or agency and connects MSMEs with officials in finance, marketing, technology, raw material, labour and infrastructure.

To file, open champions.gov.in, choose the request type and fill in the online form, describing the issue with dates and reference numbers. Note the reference number you are given and follow up through the portal. A clear, specific grievance — "ZED Silver subsidy of ₹X approved on date Y not credited" — gets routed faster than a general complaint.

Two things the portal is not for. Unpaid invoices from buyers go to MSME Samadhaan, where the Facilitation Council can award interest under the MSMED Act. And Udyam registration is free on udyamregistration.gov.in — the portal itself carries a warning about fake sites.

Before you apply under the Champions Scheme

0/6

Common mistakes and how to fix them

Confusing the portal with the scheme. Filing a ZED application on champions.gov.in goes nowhere. Use the component portals for applications and CHAMPIONS for problems.

Paying a consultant before approval. Under LEAN, consultants are empanelled and assigned through the scheme, and the 90% is paid through the implementing agency. Do not sign a private consultancy agreement expecting reimbursement later.

Missing the extra 5%. Women-, SC- and ST-owned units, North-East units and SFURTI clusters get an extra 5% on LEAN, but only if the Udyam record shows it. Fix Udyam first.

Claiming IPR before grant. Reimbursement is for granted patents, trademarks, designs and GIs. File, wait for the grant, then claim with all receipts.

Assuming 2021-26 terms continue unchanged. With the scheme under evaluation, confirm the current terms on the portal before committing money.

What to do next

If you run a manufacturing unit, start with the two free steps: ZED Bronze and LEAN Basic. They cost nothing, take a few weeks and put you on the ministry's lists that banks and large buyers check. If you are developing a product or brand, look at MSME-Innovative's IPR reimbursement before you file. For the wider picture of what the ministry offers in 2026, see our MSME schemes list, and use the ROI calculator to judge whether a deeper LEAN or design project pays back.
