If you hire a helper for a shop in Aizawl's Bara Bazar, masons for a house in Lunglei, a machine operator in a registered factory or a conductor for a bus running to Champhai, Mizoram's Labour, Employment, Skill Development & Entrepreneurship (LESDE) Department sets the least you can pay. The current rates date from April 2023 and are fixed per day in four grades. This guide gives the figures straight from the notification, explains the separate scale for public transport, converts daily rates into monthly and hourly pay, lists the paid holidays the notification adds, tracks where the next revision stands and works through payroll in rupees.
Quick answer
Under notification No.B.14015/4/2010-LESDE/417 dated 16 June 2023, Mizoram's minimum wage from 1 April 2023 is ₹420 a day for unskilled work, ₹460 a day for semi-skilled, ₹570 a day for Skilled-II and ₹730 a day for Skilled-I. Public motor transport has a lower scale starting at ₹380 a day.
Covers casual and muster roll staff, roads and building work, and registered factories — in government and private undertakings
About ₹12,600 a month for an unskilled worker paid for 30 days, including paid Sundays
Eleven paid holidays a year on top of Sundays
No revision since 2023 as of 12 October 2026 — sub-committees have been working on one since March 2025
How Mizoram's minimum wages work
Mizoram fixed its current rates under the Minimum Wages Act, 1948, and the Code on Wages, in force since 21 November 2025, keeps them alive until the state notifies new ones. The June 2023 notification was issued with the approval of the Council of Ministers, which met on 18 May 2023, and the concurrence of the Finance Department. It applies from 1 April 2023, so employers who were still paying 2018 rates that spring owed arrears for April, May and June.
The notification covers "various daily waged employees" in government departments, semi-government organisations, public undertakings and private undertakings, and on contract work. It sets four rates for each of four scheduled employments.
| Scheduled employment | Unskilled | Semi-skilled | Skilled-II | Skilled-I |
|---|---|---|---|---|
| Casual / muster roll employees | ₹420 a day | ₹460 a day | ₹570 a day | ₹730 a day |
| Roads and building operations | ₹420 a day | ₹460 a day | ₹570 a day | ₹730 a day |
| Registered factories not classified elsewhere | ₹420 a day | ₹460 a day | ₹570 a day | ₹730 a day |
| Public motor transport | ₹380 a day | ₹420 a day | ₹460 a day | ₹510 a day |
All figures are per day and there is no separate dearness allowance; each revision simply replaces the old figure. The notification adds that rates already notified for other scheduled employments stay the same until further orders.
Mizoram minimum wage calculator
A full month is 26 working days; the daily rate is the monthly rate ÷ 26 where the order fixes only a monthly figure.
Overtime is paid at twice the ordinary rate (daily rate ÷ 8 hours). Arrears assume the same shortfall in every month since the rates took effect on 1 April 2023; a claim under the Code on Wages must generally be filed within 3 years. Estimates only — check the order for your employment.
Who the rates apply to
The three employments on the main scale take in most of Mizoram's wage workforce. "Casual or muster roll employees" is the broad category for daily-waged workers in offices, departments and undertakings — helpers, peons, chowkidars, cleaners, cooks, drivers and clerks engaged by the day. "Roads and building operations" covers construction of every kind, from a private house in Durtlang to a road contract for the Public Works Department or the Border Roads Organisation. "Registered factories not classified elsewhere" catches manufacturing units registered under the factories law that don't have their own schedule.
The notification names private undertakings expressly, so it isn't just a government pay order. A private contractor's labourers, a factory's machine helpers and a private firm's daily-wage staff are all within it.
What about shops, hotels and domestic workers? The department has standing sub-committees for shops and establishments and, since March 2025, for domestic workers, but we did not find a current rate schedule for either on the department's website. In that situation the prudent course is to treat the 2023 casual and muster roll rates as your floor: they apply to daily-waged staff in private undertakings, and a lower figure would be hard to defend in a claim. If you are told of a separate notified rate for your trade, ask the District Labour & Employment Officer for a copy.

The four skill grades
Mizoram uses four grades, with two levels of skilled work. The notification defines them:
- Unskilled — simple operations needing little or no skill or experience.
- Semi-skilled — some skill gained on the job, done under the supervision and guidance of skilled workers; it includes unskilled supervisory work.
- Skilled-II (junior grade) — skill or competence gained through experience or as an apprentice in a technical or vocational institute, with work calling for initiative and judgement.
- Skilled-I (senior grade) — experience in work that needs great skill.
The 2016 notification gives a useful job list that the department has not replaced. It places mazdoors, jhum cultivators, farm labourers, chowkidars, watchmen, khalasis, cleaners, loaders, helpers, sweepers, peons and messengers in the unskilled grade. Stone breakers, drillers, creche ayahs, head chowkidars, oilmen, thatchers, helpers to masons, carpenters and fitters, assistant mechanics, barbers, conductors and unarmed security guards are semi-skilled. Skilled-II covers blacksmiths, carpenters, electricians, fitters, tailors, head cooks, welders, drivers, tractor drivers, machine operators (JCB, dozer, excavator, road roller), clerks, accountants, typists, computer operators and armed security guards. Skilled-I is the senior version of those trades, for workers with more experience.
Judge the work rather than the title. A "helper" who lays bricks on his own is a mason, and a "trainee" who drives the delivery van is a driver.
Monthly pay, hours and paid Sundays
The notification sets daily rates and says the working day will normally be about eight hours for technical work. Clerical staff, peons and others in offices follow the office hours of the department or establishment where they work.
It also gives workers other than office staff "the Sunday benefit" — a paid Sunday — provided they work continuously for six days in the week. That matters when you turn the daily rate into a monthly salary. A worker on ₹420 a day who works six days every week is owed wages for the Sundays too, which brings a full month to about 30 days' pay, or ₹12,600. Multiplying by 26 working days gives ₹10,920, which only works if the Sundays are paid on top.
| Grade (main scale) | Daily | ×26 days | ×30 days (with paid Sundays) |
|---|---|---|---|
| Unskilled | ₹420 a day | ₹10,920 | ₹12,600 |
| Semi-skilled | ₹460 a day | ₹11,960 | ₹13,800 |
| Skilled-II | ₹570 a day | ₹14,820 | ₹17,100 |
| Skilled-I | ₹730 a day | ₹18,980 | ₹21,900 |
If you pay a flat monthly salary, aim at the ×30 figure. The draft 2026 wage rules take a different approach: they would let a monthly rate be divided by 26 to give the daily rate, in which case no separate rest-day wage is due. Until those rules are final, the paid-Sunday reading is the safer one.
For an hourly rate, divide by eight. Unskilled work comes to ₹52.50 an hour and Skilled-I to ₹91.25. Overtime under the Code on Wages is twice the normal rate of wages, so ₹105 and ₹182.50 an hour respectively.
Paid holidays and equal pay
Workers other than office clerical staff and peons get these paid holidays, in addition to paid Sundays, if they work continuously for six days a week:
- New Year's Day (1 January) and Missionary Day (11 January)
- Republic Day (26 January)
- Chapchar Kut, on the day it falls
- Good Friday, on the day it falls
- May Day (1 May)
- YMA Day (15 June) and Remna Ni (30 June)
- Independence Day (15 August)
- Gandhi Jayanti (2 October)
- Christmas Day (25 December)
The notification also says women and workers with disabilities get the same rates as male and able-bodied workers, and that if a worker's existing wage under a contract or agreement is higher than the notified rate, the higher figure is their minimum. You can't cut someone's pay to the table just because the table is lower.

How the rates have moved
Mizoram revises its wages in steps rather than by six-monthly indexation, and each step has come several years apart. In April 2016 the casual and muster roll scale was ₹270 a day for unskilled work, ₹300 for semi-skilled, ₹370 for Skilled-II and ₹460 for Skilled-I, with a slightly lower semi-skilled rate of ₹290 for construction and factories. A February 2019 notification raised the casual and muster roll scale from 1 October 2018 to ₹380, ₹420, ₹520 and ₹640. The June 2023 notification then brought the casual, construction and factory scales together at ₹420 to ₹730 from 1 April 2023, and set the transport scale at ₹380 to ₹510.
So the unskilled rate rose by about 56% between 2016 and 2023, but it has not moved since. Three and a half years on, the 2023 table is starting to look dated next to neighbouring states that index twice a year.

The next revision: sub-committees and the 2026 draft rules
The groundwork for a revision is in place. On 25 February 2025 the state reconstituted its advisory board, and on 5 March 2025 it reconstituted the sub-committees on minimum wages for casual and muster roll employees, roads and building operations, registered factories, public motor transport, and shops and establishments, and set up a new sub-committee for domestic workers. The shops committee, for example, is chaired by the LESDE Director and includes traders', hoteliers', chemists' and private hospitals' associations alongside the three main trade unions. Its brief is to review wages against local prices, propose a re-fixation at intervals of no more than five years, and report within three months of its first sitting.
The draft Mizoram Code on Wages Rules, 2026 point to how the next table may look. Pre-published on 16 April 2026 and printed in the Mizoram Gazette on 27 April 2026, with 45 days for objections, they revise a 2023 draft and would:
- fix minimum wages per day, using the needs-based norms of three consumption units, 2,700 calories, 66 metres of cloth a year and set shares for rent, fuel, education and health;
- divide the daily rate by eight for an hourly rate and multiply by 26 for a monthly one, rounding half a rupee and above up;
- set up a State Level Committee chaired by the LESDE Secretary to sort occupations into four grades — unskilled, semi-skilled, skilled and highly skilled — replacing Skilled-II and Skilled-I;
- compute the cost-of-living allowance before 1 April and 1 October each year;
- set a normal day of eight hours in a six-day week, nine in a five-day week or ten in a four-day week, with no more than 48 hours a week and a spread-over of up to 12 hours.
The rules come into force only on final publication, which had not happened by 12 October 2026. Until then the 2023 notification is what you pay by.

Central-sphere work in Mizoram
If your workers are employed by or for a central government office, a bank, Lengpui airport, the railway at Sairang, a central public sector undertaking, the Assam Rifles or another central body, the central minimum wages apply instead of the state rates. The Centre's area annexure doesn't list Aizawl or any other Mizoram town in Area A or B, so the whole state is Area C.
From 1 October 2026 that means ₹565 a day for unskilled construction, sweeping and cleaning, ₹661 for semi-skilled work, ₹794 for skilled work and unarmed guards, and ₹933 for highly skilled work and armed guards. An unskilled cleaner on a bank contract in Aizawl is therefore owed ₹145 a day more than the state rate. Price central contracts on central rates and expect increases every 1 April and 1 October.
Worked payroll examples in ₹
Example 1 — a helper in an Aizawl shop, paid monthly. Unskilled, six days a week with paid Sundays: 30 × ₹420 = ₹12,600. If the shop is covered by ESI, the employee pays 0.75% (₹94.50) and the employer 3.25% (₹409.50); EPF at 12% of wages, if it applies, is ₹1,512 on each side.
Example 2 — a senior mason on a house in Lunglei, paid daily. Skilled-I: ₹730 a day. He works 24 days in a month with four Sundays, working six days each week, and does six hours of overtime. Days paid: 24 + 4 = 28, so 28 × ₹730 = ₹20,440. Overtime: ₹730 ÷ 8 × 2 = ₹182.50 an hour, six hours = ₹1,095. Total ₹21,535.
Example 3 — a bus conductor on a private route. Public motor transport, semi-skilled: ₹420 a day a day, or ₹12,600 a month on the ×30 basis. A senior driver on the same bus, Skilled-I, gets at least ₹510 a day a day — ₹15,300 a month.
Example 4 — a part-time cleaner at an office. Three hours a day at the unskilled rate: ₹420 ÷ 8 × 3 = ₹157.50 a day, about ₹4,095 for 26 days.
Example 5 — a guard on a bank contract in Aizawl. Central-sphere work, Area C. An unarmed guard gets the skilled rate of ₹794 a day — ₹20,644 a month on 26 days — not the state's semi-skilled ₹460.

Contract, migrant and daily-rated workers
Much of Mizoram's construction and road work is done through contractors, with labour coming from Assam, Tripura, Manipur and further afield. Workers from other states are paid at Mizoram rates for work done in Mizoram, and contract workers are owed the same rates as direct employees doing the same work. The principal employer — the developer, department or company that hires the contractor — can be held answerable if the contractor underpays, so ask for wage registers and bank-transfer proof each month.
For daily-rated workers the daily rate is the floor for each day worked. Keep an attendance register that shows Sundays earned, so the paid-Sunday rule can be checked if a worker or inspector asks.
Employer duties under the Code on Wages
- Pay on time — monthly wages before the end of the 7th day of the next month; full and final settlement within 2 working days.
- Deductions — no more than 50% of wages of wages in total.
- Overtime — twice the normal rate of wages.
- Records — keep employee, wage and attendance registers and give a wage slip each period; see our salary slip guide.
- Benefits — ESI and EPF come on top of the minimum where they apply.

0/7Common mistakes Mizoram employers make
Using the wrong effective date. Some payroll sites show 1 April 2024. The notification says 1 April 2023.
Treating it as a government-only order. The rates name private undertakings and contract work.
Forgetting paid Sundays. Paying ₹420 × 26 to a full-time worker without separately paying Sundays leaves them about ₹1,680 a month short.
Applying the transport scale to drivers outside transport. A driver for a construction firm or a private office is on the main scale at ₹570 a day or more, not the transport scale.
Using state rates on central contracts. Bank, airport and central PSU work pays central Area C rates.
What happens if you underpay
A worker, a group of workers or a union can claim unpaid minimum wages under the Code on Wages within 3 years, and the authority can award the shortfall plus compensation of up to 10 times the claim. Paying below the minimum is an offence with a fine of up to ₹50,000 for a first offence and up to ₹1 lakh fine and/or 3 months' imprisonment for a repeat. The LESDE Directorate in Aizawl and the District Labour & Employment Officers in Aizawl, Lunglei, Siaha and Champhai handle complaints.
What to do next
Check each worker's grade and scale against the 2023 table, make sure paid Sundays and holidays are in your payroll, and keep an eye on the LESDE site for the revision the sub-committees are working on. Then issue wage slips with our free salary slip generator, read our guides to the four labour codes and the Code on Wages, and compare our Tripura and Manipur pages if you also employ people in neighbouring states.

Frequently asked questions
The rates in force are those notified on 16 June 2023 with effect from 1 April 2023: ₹420 a day for unskilled work, ₹460 a day for semi-skilled, ₹570 a day for Skilled-II and ₹730 a day for Skilled-I, for casual and muster roll, roads and building, and factory work. No later revision had been published by 12 October 2026.
Mizoram fixes daily rates only. A worker who works six days a week also gets the Sunday paid, so a full month is worth about 30 days' wages: ₹12,600 for unskilled work and ₹21,900 for Skilled-I. Multiplying by 26 working days gives ₹10,920 and ₹18,980, which leaves out the paid Sundays.
Public motor transport has its own lower scale from 1 April 2023: ₹380 a day a day for unskilled work, ₹420 a day for semi-skilled, ₹460 a day for Skilled-II and ₹510 a day for Skilled-I. Drivers are usually Skilled-II or Skilled-I depending on experience.
Yes. The June 2023 notification says it applies to all government departments, semi-government organisations, public undertakings and private undertakings in Mizoram, and to work on a contract basis. Where a worker already earns more under a contract or agreement, the higher rate counts as their minimum.
The Labour Department reconstituted its minimum wage sub-committees for casual workers, construction, factories, transport and shops, and set up a new one for domestic workers, in March 2025. Their reports feed a revision, but no new rate notification had appeared by 12 October 2026. Draft wage rules published in April 2026 propose dearness allowance reviews every April and October.
Only for central-sphere work — central government offices, banks, railways, Lengpui airport, central public sector undertakings and their contractors. Aizawl isn't listed in Area A or B, so Area C rates apply: ₹565 a day for unskilled construction, sweeping and cleaning from 1 October 2026.
