Louisiana does not issue one business license that covers the whole state, but that does not mean you can open without paperwork. Almost every Louisiana business pays a local occupational licence tax to its city or parish every year, and anyone selling taxable goods or services opens tax accounts with both the state and the parish. On top of that sit the industry credentials: contractor licences from the Louisiana State Licensing Board for Contractors (LSLBC), food permits, alcohol permits and the rest. This guide explains each layer, with the 2026 figures, the contractor law changes that took effect on August 1, 2026, and how the process works in New Orleans and Baton Rouge. We checked every figure in October 2026.

Quick answer

Louisiana has no general state business license. Instead, nearly every business needs a local occupational licence from its city or parish, renewed each January and based on gross receipts. If you sell taxable goods or services you also register with the Louisiana Department of Revenue and the parish sales tax collector. Contractors need LSLBC credentials once jobs pass set dollar values.

  • Retail occupational licence tax: from $50 up to $6,200 a year, set by prior-year gross sales

  • Renewals are due January 1 and delinquent from March 1

  • Sales tax: 5% state plus parish rates (10% in New Orleans)

  • Contractors: commercial licence at $50,000, home improvement registration from $7,500

Does Louisiana have a state business license?

No. Louisiana splits the job between several bodies. The Secretary of State forms LLCs and corporations and registers trade names. The Louisiana Department of Revenue (LDR) opens state tax accounts for sales tax, withholding and other taxes. Parish sales tax collectors run local sales tax, which in Louisiana is collected separately from the state's. Cities and parishes levy the occupational licence tax and control zoning, building permits and certificates of occupancy. And state boards and departments license regulated work, including the LSLBC for contractors, the Louisiana Department of Health for food businesses and the Office of Alcohol and Tobacco Control for alcohol.

When people search for a Louisiana business license, what they usually need is the local occupational licence. That is the one document most businesses must post at their premises, and it is the one the city or parish will chase if you open without it. It is technically a tax rather than a permission slip: it is levied for the privilege of doing business, and the amount depends on what you sell and how much you sell.

The starting point for most new businesses is geauxBIZ, the state's online portal run by the Secretary of State with the Department of Revenue and the Louisiana Workforce Commission. From one account you can reserve a name, file your LLC, register for state tax and unemployment accounts, and generate a list of possible licences for your activity. If your entity already exists, LDR directs you to its own system, LaTAP, to add tax accounts. Neither portal issues your occupational licence; that comes from your local government.

The occupational licence tax explained

Louisiana law, in R.S. 47:341 and the sections that follow, lets parishes and municipalities levy an annual licence tax on businesses. The statutes set the maximum schedules, and local governments adopt them by ordinance. In practice most places use the full state schedules, so the brackets look the same across the state even though the forms, offices and deadlines are local.

The tax is calculated by business class. Retailers use the retail schedule in R.S. 47:354, wholesalers and contractors use a separate wholesale schedule, brokers and commission agents have their own table based on commissions, and a long list of professions and other businesses pay a percentage of gross receipts. Some activities pay a flat fee instead. For an existing business, the licence for the coming year is based on the previous calendar year's gross receipts, less any allowable deductions.

The professions bracket matters to a lot of small businesses because it catches everything not otherwise listed. Lawyers, accountants, architects, engineers, physicians, dentists, veterinarians, printers and similar businesses pay 0.1% of annual gross receipts, with a minimum of $50 and a maximum of $2,000. A consultant billing $180,000 a year therefore owes $180 in a parish that applies the full rate.

Business classHow the tax is setRange
Retail dealers in merchandise, services and rentals (R.S. 47:354)Bracket by prior-year gross sales$50 under $50,000, up to $6,200 at $5.5 million or more
Wholesalers, retail to institutions, contractors (R.S. 47:355)Bracket by gross sales$50 under $100,000, rising to $7,500; New Orleans caps licensed contractors at $750
Brokers and commission agents (R.S. 47:357)Bracket by gross commissions$50 under $15,000, up to $3,700
Professions and businesses not otherwise listed0.1% of gross receiptsMinimum $50, maximum $2,000
Peddlers and sellers with no fixed place of businessFlat fee in New Orleans$150

Brackets come from the New Orleans Bureau of Revenue's published tables, which follow the state statutes. Your parish or city may apply a different schedule within the statutory limits, so check its own tables before you budget.

Due dates and penalties

Annual occupational licences are due on January 1 for the year they cover. Under R.S. 47:343 a licence still unpaid at the end of February is delinquent, and penalties and interest run from March 1. East Baton Rouge, for example, charges a penalty of 5% per 30 days, up to 25% and interest of 15% a year from the due date. Other places set their own penalty rates within state law, so read the notice your collector sends.

New businesses do not wait for January. You apply before you open, pay an initial amount, and then report actual receipts after the first month so the collector can decide whether more tax is due for the rest of the year.

City, parish or both?

Who issues the licence depends on the location. In East Baton Rouge, a consolidated city-parish government, one Revenue Division licenses businesses across the parish. New Orleans and Orleans Parish are also one government. Elsewhere, a business inside an incorporated city usually deals with that city, while a business in an unincorporated area deals with the parish, and the arrangements vary. Call both the city hall and the parish sales tax or licence office before opening, and ask which one covers your address.

State and parish sales tax accounts

If you sell goods or taxable services, you need sales tax accounts at two levels. The Department of Revenue administers the 5% state sales tax. You register through geauxBIZ when starting a new business, or through LaTAP if your entity is already on file with the Secretary of State. LDR's own guidance is direct about timing: register before you begin operating, but do not open a sales tax account unless your business actually has to collect Louisiana sales tax, and do not open a withholding account until you have employees.

The local tax is the part that trips people up. Each parish's local collector administers the parish, city and district taxes, and you register with that collector separately. A business with stores in three parishes has three local accounts plus its state account. The combined rate in New Orleans is 10%, with 5% of that going to Orleans Parish. East Baton Rouge uses a single business registration form for both the occupational licence and local sales tax, which saves a step.

Since early 2026, businesses can file one combined state and local return through Parish E-File, run by the Louisiana Uniform Local Sales Tax Board, starting with the January 2026 period. Your state and local filing frequencies must match to use it. The state rate itself fell to 5% from January 1, 2025 and is scheduled to drop to 4.75% in 2030. Our Louisiana sales tax guide covers rates, returns and the remote seller rules.

New Orleans: the One Stop process

The City of New Orleans says plainly that an occupational licence is required for anyone conducting business in Orleans Parish, including home-based businesses. The Zoning Division reviews the application and the Bureau of Revenue issues and renews the licence.

Before applying, confirm three things. First, check that your use is allowed at the address, using the city's Property Viewer and the Comprehensive Zoning Ordinance, and check the prohibited tobacco sales map if relevant. Second, confirm the space has a certificate of occupancy for your use; if your business is a different use from the last occupant's, you need a building permit, or a non-structural renovation permit noting the change of use if no work is needed. Third, have an active filing with the Louisiana Secretary of State.

Then apply in the One Stop App. You upload a state-issued ID for the owner or agent, a detailed business description with your NAICS code and whether you sell retail, wholesale, in person or online, your active Secretary of State filing, and a site and floor plan showing every room you use. Sketches are accepted. An analyst checks the location's permit and licence history and decides whether an inspection is needed; comments usually come back in about five business days.

Once approved, a temporary occupational licence generates automatically in the One Stop App. Within the first 40 days of operating you complete the amended return in the temporary licence packet and submit it to the Bureau of Revenue, which uses your actual receipts to set the tax and issues the licence placard. Licences expire every December 31, and you renew online or with Form 8030 at City Hall.

New Orleans issues separate licences for alcoholic beverage outlets, ABO managers, live entertainment, sidewalk use, parklets and short-term rentals, each with its own application and renewal date. A bar with live music needs several of them in addition to the occupational licence.

Baton Rouge: one licence for the parish

In East Baton Rouge Parish the Revenue Division of the city-parish Finance Department collects the occupational licence tax. New businesses are told to get the licence about a month before opening. You submit the combined Business Registration Application for occupational licence and sales tax, with a check payable to the City and Parish Treasurer for $50 if you open between January 1 and June 30, or $25 if you open between July 1 and December 31.

The Taxpayer Assistance Section mails a temporary certificate to post at the business. After 30 days you report your gross receipts for that first month, and the division multiplies them by the months left in the year to see whether more tax is due before issuing the permanent licence. Renewals are based on the previous year's activity, due January 1 and delinquent on March 1.

Some businesses are exempt, including qualifying nonprofits, ministers, teachers, blind persons running a business for their own support, and manufacturers that do not sell at retail. Zoning clearance or a certificate of occupancy comes from the Permit Department, and some businesses also need sign-off from Public Works or the Department of Health.

Contractors: LSLBC licences and the 2026 changes

Louisiana licenses contractors at state level through the Louisiana State Licensing Board for Contractors. Whether you need a licence depends on the type of work and its value, including labor and materials.

Commercial work of $50,000 or more needs a commercial licence, and that applies to subcontractors on those jobs too. Electrical, mechanical and plumbing work needs a licence once it exceeds $10,000, and asbestos, hazardous waste, lead abatement and underground storage tank work needs one from the first dollar. Commercial applicants show a net worth of at least $50,000, complete the Business and Law course and pass any trade exam.

Residential construction over $50,000, including large remodels of existing homes, needs a residential building contractor licence. Smaller home improvement jobs, from $7,500 up to the residential threshold, need a home improvement registration. Mold remediation of $7,500 or more needs a mold remediation licence and 24 hours of approved training.

Two changes from Act 757 of 2026 took effect on August 1, 2026. Residential roofing of $7,500 or more, on buildings with up to four dwelling units, now requires the Residential Roofing or Residential Construction classification, so a home improvement registration is no longer enough for a re-roof. And residential, home improvement and mold remediation licensees must now carry at least $500,000 of liability insurance, up from $100,000 for residential and home improvement work, with proof sent by the agent or insurer naming the board as certificate holder. The board is also taking over regulation of the plumbing trade from the State Plumbing Board of Louisiana during 2026, so plumbers should watch the LSLBC's notices.

An unlicensed contractor in Louisiana risks fines and can have trouble enforcing payment, and building officials check licences before issuing permits. Verify any contractor, including your own subcontractors, through the board's online contractor search.

Food, health and alcohol

Restaurants, cafés, caterers and food trucks need a retail food permit from the Louisiana Department of Health. The process starts with the state sanitarian in your parish: you submit a plan review questionnaire, a scaled floor plan and site plan, equipment and finish schedules and a menu, and you must have plans approved before you build or renovate. Plan approval is not a permit. After construction you call for the final permitting inspection, at least five working days before you plan to open, and pay the permit fee then.

Selling alcohol requires a state permit from the Office of Alcohol and Tobacco Control and a local permit; in New Orleans that means an alcoholic beverage outlet licence through Safety and Permits. Barbers, cosmetologists, child care centres and many professions also need state board credentials. The geauxBIZ licence list is the quickest way to see which apply to you.

Louisiana lets you register a trade name with the Secretary of State if you do business under a name other than your own legal name or your entity's exact registered name. The fee went up to $95 on October 1, 2026 under Act 921, so older guides showing a lower fee are out of date. Registration records who is behind the name; it is not a licence to operate.

Act 921 also raised the cost of an LLC: articles of organization with the initial report now cost $125, and the annual report $35. Our Louisiana LLC guide explains the filing, the notarized registered agent affidavit and the 14 parishes where online filing is mandatory. If you only need a business name, our DBA guide compares the options.

Worked examples

A gift shop in the French Quarter. Camille forms an LLC on geauxBIZ for $125, opens an LDR sales tax account and an Orleans Parish account, and applies for her occupational licence in the One Stop App after confirming the storefront's certificate of occupancy covers retail. In her first full year she sells $140,000 of goods. Under the retail schedule that falls in the $100,000 to $150,000 bracket, so her next licence costs $120. A $40 candle costs the customer $44 at the 10% combined rate.

A remodeler in Lafayette. Andre does kitchen and bathroom jobs worth $15,000 to $45,000, so he registers with the LSLBC as a home improvement contractor and carries workers' compensation. Since August 1, 2026 his liability policy must be at least $500,000. When a customer asks for a $12,000 re-roof, he must either add the residential roofing classification or subcontract the roof to a licensed roofer. Any job over $50,000 needs a residential building licence. He also holds a local occupational licence and pulls building permits from the parish.

An engineering consultant in Baton Rouge. Priya opens an office in March. She pays the $50 application amount, posts the temporary certificate, and reports her first month's fees of $12,000 after 30 days. Engineering services are not taxed, so she needs no sales tax account. From the next January her licence is 0.1% of the prior year's receipts, with a $2,000 ceiling.

Common mistakes and how to fix them

The first mistake is treating the LLC filing as a licence. Forming an entity with the Secretary of State does not let you trade at a location; the local occupational licence does. If you have opened without one, apply now and expect to pay the tax for the period you operated, plus penalty and interest if you missed a renewal.

The second is registering with LDR but not with the parish. Local sales tax is collected separately in Louisiana, and parish collectors do find unregistered businesses, with penalties attached to every unfiled return. Register with each parish where you have a location or deliver goods.

The third is under-reporting receipts for the licence. The occupational licence is based on gross receipts, and collectors compare your figures with your sales tax returns. Use the same numbers on both.

The fourth is missing the August 2026 contractor changes. A home improvement registrant who keeps quoting re-roofs over $7,500, or who renews with a $100,000 liability policy, is now out of compliance. Ask your insurer to send the board a certificate showing at least $500,000.

The fifth is signing a lease before checking zoning. In New Orleans a change of use needs a permit and a certificate of occupancy before the licence can issue, and that can take weeks. Check the property first.

What to do next

Pick your structure with our Louisiana LLC guide, check the name with the LLC name checker and get an EIN. Open your LDR and parish sales tax accounts, using our Louisiana sales tax guide and sales tax calculator to price correctly, then apply for the occupational licence before you open. For neighbouring states, see our Texas and Arkansas guides or the business licenses overview.

Frequently asked questions

Louisiana has no single statewide general business license. Instead, almost every business owes a local occupational licence tax to its city or parish, registers with the Louisiana Department of Revenue and the parish collector if it sells taxable goods or services, and gets a state credential if its trade is regulated, such as contracting, food service or alcohol.
