Arkansas has no state business license, but that does not mean an Arkansas business needs nothing. Most sellers need a sales tax permit from the Department of Finance and Administration (DFA). Contractors face clear dollar thresholds set by the Contractors Licensing Board. And unlike many states, most Arkansas cities do issue a general business or privilege licence, so a shop in Little Rock or North Little Rock needs one even if the state asks for nothing else. This guide covers each layer with the 2026 fees, the contractor rules and what Little Rock requires. We checked every figure in October 2026.

Quick answer

Arkansas has no general state business license. If you sell taxable goods or services, you need a sales tax permit from DFA for $50. Most cities, including Little Rock and North Little Rock, require a city business (privilege) licence for every business inside city limits, and contractors need a state licence above $50,000 commercial or $2,000 residential.

  • State sales tax 6.5%; 8.625% in Little Rock

  • Little Rock licence assessment period: October 1 – November 1

  • Sole proprietor DBAs go to the county clerk; LLC fictitious names to the Secretary of State

  • LLC formation $45 online, then a $150 franchise tax each year

Does Arkansas have a state business license?

No. Arkansas does not issue one licence that lets a business operate anywhere in the state. A new business deals instead with a handful of state agencies and its city and county.

The Secretary of State forms LLCs and corporations and registers fictitious names for them. DFA issues sales tax permits, registers employers for state withholding and, through its Alcoholic Beverage Control and Tobacco Control divisions, issues alcohol and tobacco permits. The Department of Labor and Licensing houses the Contractors Licensing Board and many occupational boards. The Department of Health permits and inspects food businesses and many personal care trades. And cities and counties issue business licences, approve zoning, record DBAs for sole proprietors and assess business personal property.

For a shop, a market seller or an online store, the sales tax permit and the city licence are the two things most people mean when they search for an Arkansas business license. For a consultant working from home in a city that licenses home businesses, the city licence may be the only one. If you form an LLC, our Arkansas LLC guide covers the $45 online filing and the $150 franchise tax due May 1 each year.

Little Rock's own checklist for new businesses is a good map of the whole process. It runs from forming the entity or filing a DBA, through zoning and the city licence, to personal property assessment, the DFA permit, an EIN, state withholding, unemployment insurance, workers' compensation and any special permits. The rest of this guide follows roughly that order.

The sales tax permit

You need a sales tax permit before you sell taxable goods or services in Arkansas. That covers storefronts, home-based online sellers, restaurants, and service businesses whose services Arkansas taxes, a list that includes cleaning, lawn care and landscaping, pest control, alarm monitoring, laundry, pet grooming and boarding, tattooing, and the repair and installation of many goods. Our Arkansas sales tax guide has the full list.

You apply online through the Arkansas Taxpayer Access Point (ATAP) by registering a new tax account. The fee is $50, paid electronically when you submit, and DFA asks you to allow up to two weeks for processing. Have ready your legal business name and EIN or Social Security number, the owners or officers, a physical business address (a P.O. box is not accepted), your start date, a signed lease if you rent, and a bill of sale if you bought equipment or stock from a previous owner. Any unpaid Arkansas taxes have to be cleared before DFA issues a new permit. Permits are not passed from seller to buyer, so if you buy a business, register in your own name.

Once registered you charge the state rate of 6.5% plus city and county taxes. Inside Little Rock the combined rate is 8.625%. Since January 1, 2026, the state rate on qualifying groceries has been 0%, but local taxes still apply to them, so a Little Rock grocer charges 2.125% on food. Out-of-state sellers register once their Arkansas sales pass $100,000 or 200 transactions in the current or previous year.

City business and privilege licences

This is where Arkansas differs from states such as Texas or Wisconsin. Many Arkansas cities require every business inside city limits to hold a city business licence, often called a privilege licence. The fee, the due date and the way the fee is worked out are set by each city's ordinances, so the details vary from place to place.

Little Rock. The city's Treasury Management Division in City Hall, 500 West Markham Street, Room 100, issues business licences. The order matters. If you will trade from commercial premises, call the Zoning Department before you buy, lease or rent, to confirm the location is zoned for your use; only then apply for the licence. You can apply online, in person at City Hall, or by asking for a form and returning it by mail or email. Home-based businesses also need a licence: you mark on the application that the business is home-based, and the city checks that the home occupation is allowed. Existing businesses assess their licence each year during the city's October 1 – November 1 assessment period, and businesses that close should file the city's closure form so they are not billed again.

North Little Rock. Across the river, the city requires all businesses to obtain a business or privilege licence, including nonprofits and businesses with an office elsewhere but a food service or lodging location in the city. Licences expire December 31 and renewals are due by January 31. Pay after April 1 and a 25% penalty applies; after July 1 it is 50%. The clerk's office gives quotes for the total fee, since several factors can affect it.

Other cities. Fayetteville, Fort Smith, Jonesboro, Conway, Bentonville and smaller towns each have their own rules. Some license every business, some only specific activities. Before you sign a lease, call the city clerk or treasurer and ask three questions: do I need a city licence, what does it cost, and when is it renewed?

Business names and DBAs

Who files a business name, and where, depends on your structure. A sole proprietor who trades under a name other than their own files a DBA ("doing business as") certificate with the county clerk; in Little Rock that is the Pulaski County Clerk at 401 West Markham Street. An LLC or corporation already registers its legal name with the Secretary of State when it forms. If it trades under a different name, it registers a fictitious name with the Secretary of State on Form DN-18, which costs $22.50 online. An LLC that is behind on its franchise tax cannot file a fictitious name until it pays.

Neither filing gives you exclusive rights to the name. It records who is behind it, which is what banks want to see before they open an account in a trade name. If the brand matters, search the state and federal trademark registers as well.

Contractor licences

The Arkansas Contractors Licensing Board sets clear thresholds, and they include the cost of labour and materials, not just your fee.

  • Commercial licence: needed for work of $50,000 or more on a commercial project. A business and law test is required.
  • Residential builder licence: needed to build homes when the project costs more than $2,000. A business and law test is required.
  • Residential remodeler licence: needed for remodelling projects over $2,000. A business and law test is required.
  • Home improvement licence: needed for home improvement projects over $2,000.
  • Residential roofer registration: needed for residential roofing over $2,000.

Initial applications are mailed to the board with a non-refundable fee shown on the form, and applicants who qualify under the Workforce Expansion Act of 2021 may have the initial licensing fee waived. Electricians and HVAC contractors need their own trade licences through the Department of Labor and Licensing, plumbers are licensed through the Department of Health, and every job still needs local building permits; in Little Rock those come from the permits office in the Planning and Development building at 723 West Markham Street.

The thresholds work per project, not per invoice. A remodeler who splits a $9,000 bathroom into several smaller contracts is still doing one project worth more than $2,000, and needs the licence.

Food, alcohol and tobacco

Any restaurant or business that prepares or cooks food, rather than selling only pre-packaged items, must be inspected and permitted by the Arkansas Department of Health before it opens. Arkansas also has cottage food rules, under Act 399 of 2017, that let home cooks sell certain foods without a commercial kitchen; check the current list of allowed products with the Health Department before you start.

Alcohol takes two layers. The state permit comes from DFA's Alcoholic Beverage Control division, and cities issue their own permits only after you have the state one; Little Rock's Treasury Management Division and North Little Rock's clerk both say so. Tobacco works the same way: a state permit from Arkansas Tobacco Control, then a city permit.

Little Rock restaurants also charge the Advertising and Promotion Commission's 2% supplemental tax on prepared food, and lodging businesses charge a 4% lodging tax. Both are separate from sales tax and are reported to the commission.

If you hire staff or own equipment

Hiring brings its own registrations, and none of them is a licence. After you have an EIN, register with DFA for state withholding so you can deduct Arkansas income tax from wages. Register with the state's unemployment insurance agency once you have, or have had, at least one employee; Little Rock's checklist still calls it the Employment Security Department, and you can register online through the state's unemployment tax portal. Most employers must also carry workers' compensation insurance, which you buy through an insurance agent, and the Workers' Compensation Commission can tell you whether your business falls under an exception. Complete a federal Form I-9 for each new hire within three working days of the start date.

Equipment matters too. Every business in Pulaski County pays business personal property tax on furniture, fixtures, machinery and other property used in the business, and the same applies in other Arkansas counties. The county assessor, not the city, handles it, so a business can hold a valid city licence and still be missing from the assessor's rolls. Contact the business personal property office in your county during your first year.

Worked examples

A gift shop in Eureka Springs. The owner forms an LLC online for $45, registers for a sales tax permit at $50, and asks the city about its licence and zoning before signing the lease. State setup cost: $95, plus the city licence. From the following year the LLC pays the $150 franchise tax by May 1.

A restaurant in Little Rock. The owners confirm zoning, apply for the city business licence, register with DFA, and book a Health Department inspection. On a $20 dinner they charge 8.625% sales tax ($1.73) plus the 2% A&P tax ($0.40), so the customer pays $22.13. If they add beer and wine, they need the state ABC permit first and then the city permit.

A remodeler in Pulaski County. Before quoting a $15,000 kitchen remodel, the owner passes the business and law test and obtains a residential remodeler licence, because the project is over $2,000. He hires a licensed plumber and electrician for those parts of the job and pulls city building permits. A handyman doing a $1,500 repair would be under the threshold, though a city licence and permits may still apply.

Common mistakes and how to fix them

The first mistake is signing a lease before checking zoning. Little Rock tells new businesses to confirm zoning before they buy, lease or rent, because the city licence follows zoning approval. If you have already signed, ask the zoning office about a variance or conditional use before you spend more on fit-out.

The second is assuming a home business needs no city licence. In Little Rock it does, and the application asks you to flag it as home-based. Other cities have similar rules.

The third is missing city renewal dates. North Little Rock's penalties step up from 25% to 50% during the year. Diary your city's dates the day the licence is issued.

The fourth is splitting contracts to stay under the contractor thresholds. The board counts the whole project, labour and materials together. If your work regularly exceeds $2,000 on homes, get licensed.

The fifth is forgetting the county assessor. Every business in Pulaski County pays tax on business personal property used in the business, and other counties do the same. Contact the county assessor's business personal property office in your first year so you are on the rolls.
