Search for an Arizona business license and you will find sites selling one, but the state does not issue a general licence. For most businesses, the licence that matters is the transaction privilege tax (TPT) licence from the Arizona Department of Revenue (ADOR), which covers the state, county and city taxes in one registration. Some occupations need a regulatory licence, contractors need the Registrar of Contractors, and Phoenix and other cities license specific activities. This guide covers who needs a TPT licence, what it costs, how renewals and penalties work, Phoenix's rules, and the name and entity filings around them. Figures were checked in October 2026.
Quick answer
Arizona has no general state business license. If you sell taxable goods or services, you need a TPT license from ADOR before you start: $12 per licence plus city fees of up to $50 for each city where you do business. Licences run for the calendar year and city fees renew every January 1.
Phoenix charges $50 for most activities, due within 30 days of starting
Each business location needs its own licence
Under-19 business owners earning up to $10,000 a year are exempt
Contractors need a Registrar of Contractors licence for most jobs over $1,000
Does Arizona have a state business license?
No. The Arizona Commerce Authority says the state neither issues nor requires a state business license, while noting that many state agencies issue regulatory licences for particular professions and activities. Counties generally do not issue general business licences either, though they have their own rules on zoning, health and building.
What Arizona does have is a sales-type tax with a twist. Its transaction privilege tax is a tax on the seller for the privilege of doing business, not a tax on the buyer, although most businesses pass it on. Under state law, anyone who receives gross proceeds or income subject to TPT must hold a licence before they engage or continue in business. For a retailer, restaurant, contractor or landlord of commercial property, that TPT licence is effectively the business licence.
Since January 1, 2017, ADOR has been the single point of licensing and collection for the state, every county and every city, including Phoenix, Tucson and Mesa, which write their own tax codes. One application registers you with all of them, and one return reports tax for each jurisdiction.

Who needs a TPT license
You need a TPT licence if your business has income in a taxable business class. The most common classes are retail sales, restaurants and bars, contracting (prime contracting), commercial property rental, hotels and other transient lodging, utilities, communications and amusements. Selling goods online to Arizona customers from your spare room counts as retail, so home businesses are not excluded.
Arizona's rules also reach some activities that other states leave alone. Commercial landlords pay TPT on rent in most cities, and prime contractors pay it on a share of their contract income. On the other hand, most professional and personal services, such as accounting, consulting, hair styling or tutoring, are not taxable, so a consultant with no taxable sales does not need a TPT licence.
Two changes in recent years are worth knowing. From January 1, 2025, cities can no longer tax residential rentals, so a landlord renting homes or apartments long-term generally no longer needs a city licence for that activity; Phoenix now tells owners not to collect city tax on stays of 30 days or more. Short-term rentals of under 30 days are still taxable as transient lodging. And since 2024 the youth exemption has applied: under state law, a person under 19 does not need a TPT licence, and does not remit tax, if their business earns no more than $10,000 in the calendar year.
Out-of-state sellers with no physical presence must register once their sales into Arizona exceed $100,000 in the current or prior year. Sellers who sell only through a marketplace facilitator that collects Arizona tax do not report those sales themselves.
What the TPT license costs
The state fee is $12 per licence. On top of that, every city where you do business that levies its own privilege tax may charge a licence fee of up to up to $50, set by its ordinance. ADOR collects those city fees with your application and passes them on.
| Fee | Amount | When |
|---|---|---|
| State TPT licence | $12 per licence | On application; no state renewal fee |
| City licence fee | up to $50 per city | On application |
| City renewal fee | up to $50 per city | Due January 1; delinquent after the last business day of January |
| Late city renewal | Up to up to $25 per jurisdiction | Added to the renewal fee if you keep trading without renewing |
| Phoenix licence, most activities | $50 | Within 30 days of starting; $25 late fee |
Each location needs its own licence, even if you report all locations on one consolidated return. When it comes to renewal, a consolidated filer pays one renewal fee per city, while a non-consolidated filer pays per location.
Operating without a licence is a class 3 misdemeanor under the licensing statute, and ADOR can revoke a licence after a hearing or if you fail to file returns for 13 consecutive months without reasonable cause. Most enforcement starts with a letter, so if you discover you should have been licensed, register and file the back periods quickly.

File returns on the frequency ADOR assigns, even for periods with no sales. Filing, payment and renewal are done on AZTaxes.gov.
- 6
Renew every January
ADOR bills renewals around November. Pay city renewal fees by January 1; they become delinquent after the last business day of January.
The application asks for your legal name and any trade name, entity details, owner or officer information, your NAICS code, each business location, and the business classes you expect to report. List every location now: adding one later is possible but a missed location means a missing licence.
Phoenix and other city rules
Phoenix does not issue a general business licence. Its City Clerk states that only certain activities are regulated and need a licence or a city recommendation or approval. Licensed activities include amusements, auctions, curb painters, escort bureaus, massage establishments, sexually oriented businesses and vending. Activities needing city recommendation or approval include bingo, liquor licences and extensions of premises, off-track betting and special event liquor. Restaurants, retailers and offices that do none of those things deal with the Finance Department for tax and with Planning and Development for zoning, signs and building permits.
For tax, Phoenix's Finance Department says a business engaged in taxable activity needs a privilege tax licence to report its Phoenix liability. The fee is $50, non-refundable, due within 30 days of your start date, with a $25 late fee (50%) if you pay late. Commercial rental licences in Phoenix carry no fee, but you still register within 30 days. The Phoenix page sums it up: if your business is not subject to any licensing requirement, no licence is necessary.
Phoenix also raised its general city tax rate from 2.3% to 2.8% on July 1, 2025, taking the combined rate on most retail sales to 9.1%. Other combined rates in 2026 include 8.7% in Tucson, 8.3% in Mesa and 8% in Scottsdale. Our Arizona sales tax guide has the full breakdown.

Other cities follow a similar pattern but set their own fees within the up to $50 cap and their own regulatory lists. Before opening, check your city's zoning rules too. Most Arizona cities require a home occupation permit or registration if customers or employees will visit a home-based business, and they limit signs, parking and outdoor storage.
Trade names and entity registration
Arizona does not require you to register a trade name. The Secretary of State calls registration an accepted business practice rather than a legal requirement. If you do register, the fee is $10 and the registration lasts five years, renewable within six months before it expires. The Secretary of State is clear that registration does not give you rights in the name and that it cannot resolve competing claims, which are matters for trademark law and the courts.
If you form an LLC or corporation, you file with the Arizona Corporation Commission (ACC), not the Secretary of State, and the ACC's records are cross-referenced, so there is no need to register your legal name again as a trade name. An LLC files articles of organization for $50. Some new LLCs must also publish a notice in a newspaper, depending on where their statutory agent is located. Our Arizona LLC guide explains when publication applies and how much it costs.

Contractors and other regulated occupations
Construction is the biggest regulated field. Anyone who contracts to build, alter, repair or demolish structures in Arizona generally needs a licence from the Registrar of Contractors (ROC). There is a narrow handyman exemption: work under $1,000 including labour and materials, that does not need a building permit and is not part of a larger job, can be done without a licence, but the handyman's advertising must say they are not a licensed contractor. Licensed contractors also post a bond, which for residential and commercial specialty licences ranges from $1,000 to $7,500 to $2,500 to $50,000 depending on annual volume.
Contractors also hold a TPT licence because prime contracting is a taxable class in Arizona, which surprises many people who move from states where contractors simply pay sales tax on materials.
Other occupations are licensed by their own boards: cosmetologists and barbers by the Board of Cosmetology and Board of Barbers, real estate agents by the Department of Real Estate, liquor sellers by the Department of Liquor Licenses and Control, child care centres by the Department of Health Services, and food establishments by the county environmental health department, such as Maricopa County Environmental Services. The Arizona Commerce Authority's free small business checklist lists state licences by activity.
Worked examples
These examples use the state fee and Phoenix fees in force in October 2026.
A boutique in central Phoenix. The owner applies for a TPT licence covering retail sales at one location. She pays $12 to the state and $50 to Phoenix, a total of $62, within 30 days of opening. If she had paid Phoenix late, the city fee would have been $75. Each January she pays the $50 Phoenix renewal. On a $40 dress she charges the combined 9.1%, or $3.64.
A second location. A year later she opens a shop in Phoenix and another in Mesa. Each location needs its own licence, so she pays another $12 for each new location plus the city fees that apply. As a consolidated filer she pays one renewal fee per city each January rather than one per shop.
A 17-year-old selling custom phone cases. He sells $6,500 of cases in a year from home in Tucson. Because he is under 19 and his gross income is below $10,000, he does not need a TPT licence or have to remit tax. If sales pass $10,000, or once he turns 19, he needs to register.
A bookkeeping consultant in Scottsdale. Bookkeeping is a non-taxable service, so she has no TPT obligation and Scottsdale has no general business licence for her activity. She registers her LLC with the ACC, gets an EIN, and checks the city's home occupation rules because clients will visit twice a month.

Updating or closing your licence
Your TPT licence is tied to the details you gave ADOR, so keep them current. If you add a location, open a new licence for it before you start trading there. If you change your business name, mailing address or responsible parties, update the account on AZTaxes.gov so renewal bills and notices reach you. A change of entity, such as moving from a sole proprietorship to an LLC, usually means a new licence under the new entity's EIN rather than an edit to the old one.

When you sell or close the business, cancel the licence and file a final return covering sales up to the closing date. ADOR keeps billing city renewal fees for a licence that is still open, and unfiled periods can turn into estimated assessments. A buyer of an Arizona business should also ask the seller for proof that TPT has been paid, because unpaid tax can follow the business assets.
Common mistakes and how to fix them
The first mistake is paying for a "state business license" package. Arizona does not have one. The TPT licence costs $12 plus city fees when you apply directly with ADOR; private services charge much more for the same filing.
The second is licensing only your home city. Your TPT licence must cover each city where you have a location and, for some classes such as contracting, where the work takes place. A Mesa contractor building a patio in Chandler reports that job to Chandler.
The third is missing the January renewal. City renewal fees are due January 1 and late after the last business day of January, and continuing to trade without renewing adds a civil penalty of up to up to $25 per jurisdiction. Put it in your calendar when the November bill arrives.
The fourth is assuming residential landlords still owe city tax. From January 1, 2025, cities can no longer tax long-term residential rentals. Commercial rentals and short-term rentals are still taxable, so check which class applies before you cancel a licence.
The fifth is relying on a trade name registration to protect your brand. It is optional, it grants no rights, and it is not a trademark. If the brand matters, consider a state or federal trademark.
The sixth is forgetting to file zero returns. Once licensed, you file on your assigned schedule even with no sales. Thirteen consecutive months of missing returns can lead ADOR to revoke the licence.

Frequently asked questions
No. The Arizona Commerce Authority says Arizona does not issue or require a state business license. What most businesses need is a transaction privilege tax (TPT) license from the Arizona Department of Revenue if they sell taxable goods or services, plus any regulatory licence for their occupation and any city licence where they operate.
The state fee is $12 per licence. Cities that levy a privilege tax add their own fee of up to $50, which ADOR collects with your application. Phoenix, for example, charges $50 for most activities. There is no state renewal fee, but city fees renew every January 1.
TPT licences are valid for the calendar year. ADOR sends renewal billings around November, city renewal fees are due January 1, and they become delinquent if not received by the last business day of January. A business that keeps trading without renewing can be charged a civil penalty of up to $25 per jurisdiction on top of the fee.
Phoenix does not issue a general business license. If your activity is taxable, you need a privilege tax licence, which costs $50 for most activities and is due within 30 days of starting. Certain activities, such as massage, auctions, amusements, vending and liquor, also need a regulatory licence or approval from the City Clerk.
Usually yes, if you sell taxable goods to Arizona customers, even from home. Retail sales are taxable in Arizona, so you register with ADOR before you start. One exception: a person under 19 does not need a licence if their business earns no more than $10,000 in the calendar year. Sales made only through a marketplace that collects the tax are handled by the marketplace.
No. Trade name registration with the Arizona Secretary of State is optional. It costs $10 and lasts five years, but the Secretary of State says registration does not grant rights in the name. LLCs and corporations registered with the Arizona Corporation Commission do not need to register their legal names separately.
