Opening a shop in Kolkata, a workshop in Howrah or a pharmacy in a village near Bardhaman? Before you trade, the local body expects you to hold a trade licence. This guide is for shop owners, small manufacturers, professionals and consultants setting up anywhere in West Bengal. It explains which authority issues your licence, what it is officially called, the fee ceilings that apply, the online steps on the e-District, Silpasathi and KMC portals, the documents to keep ready, how renewal works, and the mistakes that get applications held up.
Quick answer
A trade licence in West Bengal is a Certificate of Enlistment (CE) from your local body. In Kolkata it comes from the KMC Licence Department under section 199 of the KMC Act; in other municipalities and corporations apply on edistrict.wb.gov.in (or via Silpasathi) and get the certificate in real time after paying online; in rural areas the gram panchayat issues a registration certificate valid for 3 years.
Municipal fee ceiling: ₹1,500 a year (section 118, WB Municipal Act); constitutional ceiling ₹2,500
Documents: one photo ID and one occupancy proof for most trades, plus partnership deed or company papers
KMC CE is valid for one financial year; KMC must decide within 30 days
Municipal renewal is document-free on e-District — an SMS arrives 30 days before expiry
What a trade licence is in West Bengal
There is no single "trade licence act" in India. Each state lets its cities, towns and panchayats register businesses that operate inside their limits and charge a fee for it. In West Bengal the urban document is called a Certificate of Enlistment for Profession, Trade and Calling, usually shortened to CE. Shopkeepers, banks, landlords and tender officers all call it the trade licence, and the two terms mean the same thing.
The CE does three jobs. It records that a named person or firm carries on a particular trade at a particular address. It lets the local body collect a small annual fee from that trade. And it is the document that banks, GST officers, electricity distributors and government buyers ask to see as proof that your business premises exist. If you plan to open a current account, register for GST at a commercial address or bid for a municipal contract, expect to be asked for it.
A CE is not a permission to break other laws. The Kolkata guidelines say this in terms: enlistment does not free you from taking any other licence the law requires. A restaurant still needs FSSAI registration, a factory still needs its factory licence and fire clearance, and a pharmacy still needs a drug licence. The CE sits alongside them.
KMC, municipality or panchayat: which authority issues yours
Who issues your licence depends entirely on where the business premises are, not where you live. West Bengal has three tracks.
| Where your premises are | Issuing authority | Law | What it is called | Validity |
|---|---|---|---|---|
| Kolkata Municipal Corporation area | KMC Licence Department | Section 199, KMC Act, 1980 | Certificate of Enlistment | One financial year |
| Municipalities and the corporations of Asansol, Durgapur, Siliguri, Bidhannagar and Chandannagar | The corporation or municipality, through e-District / Silpasathi | Corporation Acts; section 118, WB Municipal Act, 1993 | Certificate of Enlistment | One or more years as chosen |
| New Town Kolkata | NKDA | NKDA Act, 2007 | Certificate of Enlistment | As per NKDA |
| Rural areas | Gram panchayat (Form 11); panchayat samiti for special trades (Form 6B) | WB Panchayat Act, 1973 and the 2004 and 2008 rules | Registration certificate | 3 years at a time |
Kolkata. The KMC Act lists the professions, trades and callings in its Schedule IV, and the Corporation sets the actual fee for each category every year in the budget schedule of its Licence Department. The state's guidelines under section 199(2), issued on 5 September 2019, fix the rules for applying, documents, validity and decision time. In September 2026 the state also redrew KMC's ward map — the KMC (Amendment) Act, 2026 raised the number of wards from 144 to 209 — so a business may now sit in a different ward from the one printed on its last certificate.
Other towns and cities. More than 100 municipalities and five corporations — Asansol, Durgapur, Siliguri, Bidhannagar and Chandannagar — issue CEs through a common state system. Howrah Municipal Corporation, like KMC, issues its own certificates under the Howrah Municipal Corporation Act, 1980. The Urban Development and Municipal Affairs (UD&MA) department runs the online service, and the certificate is issued in real time once you pay. New licences moved to the e-District portal with effect from 2 February 2023; renewals run through the same portal's Auto Renewal service.
Villages. Outside urban limits, the gram panchayat issues a certificate of registration for running a trade, wholesale or retail business, while the panchayat samiti handles trades of a special nature. A 2019 Panchayats and Rural Development department order made these certificates valid for three years at a time.

Trade licence fees in West Bengal
The fee is not a single state-wide number, and that is why figures quoted online disagree. Each local body publishes its own rates by trade category, size of premises or annual value, but every rate has to stay under a statutory ceiling.
- Municipalities may charge at most ₹1,500 a year for a certificate of enlistment under section 118 of the West Bengal Municipal Act, according to UD&MA's statement of taxes and fees municipalities can collect.
- Corporations and development authorities work to the ceiling in Article 276 of the Constitution, which caps any tax on professions, trades, callings and employments at ₹2,500 a year per person. NKDA's May 2025 order repeats that cap for New Town.
- Panchayats charge the fee set under rule 58 of the 2004 gram panchayat rules; the amount varies by panchayat and trade type.
Two cautions. First, the ceiling applies to the enlistment fee, not to everything on the bill. The NKDA order, for example, makes issue depend on paying the enlistment fee, annual municipal charges and any arrears, so the total demand can be higher than the fee alone. Second, a multi-year municipal licence is paid up front: choose three years and you pay three years' fees at once.
Typical amounts. Uttarpara Kotrung Municipality publishes a range of ₹20 to ₹1,500 for its trade licences and adds a penalty of ₹100 for each year a licence was not renewed. Most small shops land well below the ceiling. The online form works out the exact figure once you choose your municipality, category and nature of trade, and UD&MA publishes a ULB-wise fee list on its website.

Worked examples in ₹
A grocery in Barasat. The owner applies on e-District, selects Barasat Municipality and the category for a retail grocery. Suppose the auto-calculated annual fee is ₹600 and she chooses a three-year licence: she pays ₹1,800 plus the small application fee at once and downloads the certificate the same day. Nothing more is due until the renewal SMS arrives.
A private limited company in Salt Lake Sector V. The company's registered office needs its own CE as an "office – accounts and administration" trade. If it also runs a software training centre from the same floor, that is a separate trade and, under KMC-style rules, a separate CE. Two certificates at even ₹2,000 each mean ₹4,000 a year — still small, but budget for one per trade, not one per company.
A medical store in a gram panchayat in Hooghly. The chemist applies through Silpasathi's P&RD service with Aadhaar and a land record, pays the panchayat fee and gets a certificate valid for 3 years. The drug licence from the state drug controller is a separate application.
How to apply online for a municipal trade licence
For any municipality or corporation outside KMC, the process is fully online and the certificate is issued in real time under the West Bengal Right to Public Services Act, 2013. You can start on e-District directly or come in through Silpasathi, the state single window, which hands over to the same department service.

- 6
Download and display
Download the CE from your login. It carries a number that anyone can check through the portal's third-party verification. Display it at the premises.
The rural route. The P&RD trade licence on Silpasathi asks for different details: gram panchayat, village, samsad, mouza with JL number, dag and khatian numbers, latitude and longitude for the four boundaries, number of employees, last year's investment and revenue, and the fee category. Only two documents are uploaded — one identity proof and one land or occupancy record — and this certificate is also issued in real time after payment.
How to get a trade licence in Kolkata (KMC)
KMC runs its own system. Under the 2019 guidelines you apply to the Municipal Commissioner (in practice, the Licence Department) for a Certificate of Enlistment for one financial year, attach the listed documents and pay the fee shown in that year's budget schedule. KMC must issue the certificate or reject the application within 30 days of receiving it, and must tell you the reason for a rejection within seven days.
The guidelines also allow MSMEs to apply through the state's MSME and single-window portals, with large industries routed through Silpasathi, while all other businesses apply on the KMC website. Existing CE holders pay their annual demand on kmcgov.in under CE (Licence) Pay, and can print the demand, an unpaid-demand statement or a duplicate receipt from the same menu.
Three KMC rules catch people out:
- Regulated trades need their parent permission first. Stock brokers, import-export houses, financial institutions and explosives dealers must show the RBI, SEBI or central government permission before KMC enlists that trade; liquor trades need the excise approval, and arms trades need police permission. To let such firms prove they exist, KMC can first issue a CE for "office — accounts and administration" and change the trade later.
- Fire, pollution and clinical certificates are not needed upfront. KMC does not ask for a fire licence, pollution board certificate or clinical establishment registration before issuing or renewing a CE — but the guidelines say you still have to obtain them.
- No CE in a notified dangerous building. If KMC's Building Department has declared the premises dangerous or ruinous, the Licence Department will withhold the certificate until the notice is withdrawn.

Documents required for a trade licence in West Bengal
The online systems ask for very little — usually one identity proof and one occupancy proof — but the occupancy proof you need depends on how you hold the premises. The UD&MA manual lists the accepted document for each situation, and the KMC guidelines add company and firm papers.
Documents to keep ready
0/11Self-attest every copy. Check that the name on the occupancy document matches the applicant or the firm, or carries a consent letter linking the two — mismatched names are the most common reason a desk officer sends an application back.
Renewal, validity and late fees
Municipal licences. UD&MA's Auto Renewal service sends an SMS and email to the registered mobile and email 30 days before the certificate expires. Log in to e-District, search by your registration number and the form fills itself; you may only change the mobile number and email. Choose how many years to renew for, accept the undertaking, pay the auto-populated fee and municipal charge, and download the renewed CE. No documents are needed, whatever the size or risk category of the business.
KMC licences. A KMC CE is valid for one financial year and must be renewed on or before its expiry, on the same fee and documents rules as a new one. KMC issues an annual demand that you pay online. The guidelines say an unrenewed certificate is treated as lapsed and can be renewed on application with a government photo ID — but expect the arrears and any late charge in the budget schedule to be added.
Panchayat certificates. Renew every 3 years at the gram panchayat or through Silpasathi.

Any change
Apply to amend the CE for a new trade, partner, name or address
Late renewal is cheap to fix and expensive to ignore. Municipal penalties are small — Uttarpara charges ₹100 for each year missed — but trading without a valid CE can lead to sealing notices, and lenders, GST officers and tender committees routinely reject expired certificates.
Changes, cancellation and closing a business
A CE is specific to a person, a trade and an address. Apply to amend it when you add a partner, change the firm's name, add a different line of business or shift premises; moving to another municipality means a fresh CE from the new body. When you close the business, apply to surrender the certificate, pay any arrears and keep the acknowledgement — otherwise demands keep accumulating against the old number. KMC and NKDA can cancel a certificate at once if they find fraud, a false declaration or fake uploads.

Common mistakes and how rejections get fixed
Applying to the wrong body. Premises in Salt Lake belong to Bidhannagar Municipal Corporation, not KMC, and New Town belongs to NKDA. Check your property tax bill — the body that taxes the building is the body that licenses your trade.
One CE for several trades. A company running an office, a warehouse and a retail counter usually needs separate certificates for separate trades and godowns. The form also asks for workshop and godown addresses; leaving them blank can make a later inspection difficult.
Residential premises without permission. Running a business from a flat may need permission for non-residential use — section 201 of the Municipal Act provides a separate licence for this, and NKDA refuses enlistment without its own permission. Explosives, gas-based trades and liquor shops cannot operate from residential buildings at all and are kept out of the real-time route.
Name mismatch on occupancy proof. If the electricity bill or deed is in a relative's name, attach that person's consent letter and tax receipt. A consent letter alone is not enough.
Letting the mobile number lapse. Auto-renewal alerts go to the number on record. If your accountant's number was used at application time, update it at the next renewal so the alert reaches you.
Ignoring the ward change in Kolkata. With KMC's wards renumbered in 2026, check the ward on your next demand and correct the CE if your address details no longer match.
What else a new West Bengal business usually needs
The CE is usually the first local document, not the last. Most businesses also need GST registration once turnover crosses the threshold or for inter-state sales, free Udyam registration to claim MSME benefits, enrolment for West Bengal professional tax — see our professional tax guide — and, once you hire, registration under the Shops and Establishments law and compliance with minimum wages in West Bengal. Shop registration is a Labour Department process, separate from the CE, so keep both certificates on file.

Frequently asked questions
Officially it is a Certificate of Enlistment (CE) for a profession, trade or calling. Kolkata Municipal Corporation issues it under section 199 of the KMC Act, 1980, and municipalities issue it under section 118 of the West Bengal Municipal Act, 1993. In rural areas the gram panchayat issues a certificate of registration for running a trade instead.
Each local body sets its own fee by trade category, within a ceiling. Municipalities can charge at most ₹1,500 a year under section 118. The Constitution caps any tax on a trade or profession at ₹2,500 a year, which is the ceiling corporations work to. Small shops often pay a few hundred rupees; the online form calculates the exact amount.
For a municipality or corporation outside Kolkata, apply for a new licence on the e-District portal (edistrict.wb.gov.in) or through Silpasathi, upload ID and occupancy proof, pay online and download the certificate — it is a real-time service. In Kolkata, apply through the KMC portal; MSMEs can also route the application through the state single window.
A KMC Certificate of Enlistment is valid for one financial year and must be renewed on or before its expiry. Municipal certificates can be taken for one or more years on the online form, paying the fee for the whole period. Gram panchayat registration certificates are issued for 3 years at a time.
Municipal licences are renewed through the Auto Renewal service on edistrict.wb.gov.in. You get an SMS and email 30 days before expiry, search by your licence number, choose the number of years, pay the auto-calculated fee and download the renewed certificate. No documents are needed. KMC licences are renewed by paying the CE demand on the KMC portal.
Yes, if you carry on a trade from the premises. For a business in a residential building, many authorities want permission for non-residential use; New Town (NKDA) will not issue a certificate without it. Trades using explosives or gas, and liquor shops, cannot be run from residential buildings and are excluded from real-time issue.
