If you run a business in India and your headcount is creeping towards 20, PF registration is the payroll obligation that arrives first and costs the most. This guide is for MSME owners, HR staff and accountants. It covers when EPF becomes compulsory, how to register on the Shram Suvidha Portal, what you pay each month under the EPF Scheme 2026, the new ₹25,000 a month wage ceiling that took effect on 17 September 2026, and what happens if a monthly return is late. The figures come from the Gazette notifications and EPFO's own FAQs.
Quick answer
PF registration is compulsory once your establishment has 20 or more employees, and you can join voluntarily below that. You register online in the common Form-I on the Shram Suvidha Portal; a complete application is decided within 7 days or treated as approved. After that you deduct 12% of wages from each covered employee's PF wages, add your own matching 12%, and pay both through the ECR by the 15th of the following month.
Wage ceiling for compulsory coverage: ₹25,000 a month from 17 September 2026 (was ₹15,000)
Employer's 12% splits into 8.33% pension (EPS) and 3.67% provident fund
Add 0.50% EDLI and 0.50% admin charges (minimum ₹500 a month)
Late payment: 12% a year (simple) interest plus damages from 0.25% of arrears a month

What PF registration means in 2026
PF registration is the employer's enrolment of an establishment with the Employees' Provident Fund Organisation (EPFO). Once registered, the establishment gets an EPFO code, and every eligible employee is linked to it through a Universal Account Number (UAN). Three schemes then run together: the Employees' Provident Fund (savings), the Employees' Pension Scheme (EPS, a lifelong pension after 10 years of service) and the Employees' Deposit Linked Insurance scheme (EDLI, a life cover of up to ₹7 lakh for the family).
The legal basis changed recently. The Employees' Provident Funds and Miscellaneous Provisions Act, 1952 was replaced by Chapter III of the Code on Social Security, 2020, which took effect with the other Labour Codes on 21 November 2025. The old EPF Scheme, 1952 was then replaced by the EPF Scheme, 2026, published in the Gazette on 29 June 2026. Registration itself is governed by rule 5 of the Social Security (Central) Rules, 2026, notified on 8 May 2026. Many guides online still describe the 1952 Act, its 5–25% damages and the ₹15,000 ceiling. All three are out of date.
If your establishment was already registered under the 1952 Act, you do not register again. Your existing code continues. Rule 5(3) asks employers already registered under any central labour law to update their particulars on the Shram Suvidha Portal, so log in and check that your PAN, address, activity and authorised signatories are current.

When PF registration becomes compulsory
The test is headcount. Chapter III of the Code applies to every establishment in which 20 or more employees are employed, counted on any day. "Employees" here is wider than people on your own payroll. Workers engaged through a contractor for your work count too, and the EPF Scheme 2026 makes the principal employer responsible for their contributions if the contractor is not separately registered (paragraphs 20 and 27).
Three points trip up small businesses:
- Coverage is permanent. If you cross 20 and later fall back to 15, you remain covered. You cannot deregister because a few people left.
- Part-time, casual, daily-rated and piece-rated workers count. EPFO's FAQs confirm that daily-rated and piece-rated workers can be members.
- Each establishment is tested as a whole. Branches and departments of the same business are reported under one code with Form VIII, not split to stay under 20.
Voluntary PF registration below 20 employees
Under section 1(5) of the Code, an establishment with fewer than 20 employees can be brought under EPF if the employer and a majority of employees agree and apply. The EPFO then notifies coverage. Small firms do this to compete for staff, to qualify for government tenders and large-customer vendor audits that ask for PF and ESI codes, or because founders want EPF's tax-advantaged savings for themselves and their team. Once you opt in, all the rules below apply, including damages for late payment.
A related case: companies incorporated through the MCA's SPICe+ form since 23 February 2020 are allotted EPFO and ESIC numbers at incorporation through the linked AGILE-PRO-S form. If you run such a private limited company or OPC, you already have an establishment code. Check the employer portal and file returns as required, even if you have few employees.

Which employees must be enrolled: the ₹25,000 a month ceiling
Not every employee of a covered establishment is compulsorily a member. The EPF Scheme 2026 defines an excluded employee as one whose wages, at the time they would otherwise join, exceed the wage ceiling. On 17 September 2026 the Ministry of Labour raised that ceiling from ₹15,000 to ₹25,000 a month through notification S.O. 5109(E). It had stood at ₹15,000 since September 2014. EPFO estimates the change brings more than 51 lakh additional employees under compulsory coverage.
"Wages" means PF wages under section 2(88) of the Code, not gross salary or CTC. That is basic pay, dearness allowance and retaining allowance, with the Code's 50% rule adding back excluded allowances if they exceed half of total pay. EPFO's FAQs give two useful examples. An employee with a ₹60,000 gross salary but ₹30,000 PF wages is not compulsorily covered, though they may join with the employer's consent. An employee with a ₹50,000 gross salary and ₹25,000 PF wages must be enrolled in all three schemes.
What the change means for you as an employer:
- Staff on ₹15,001–₹25,000 PF wages who were "excluded" must be enrolled in EPF, EPS and EDLI with effect from 17 September 2026. The employer must enrol them; they do not need to apply.
- Existing EPF members who were not in EPS because they joined above ₹15,000 now become EPS members from 17 September 2026 if their wages are within the new ceiling.
- Members contributing on a ₹15,000 cap will now contribute on actual PF wages up to ₹25,000.
- Employees already contributing on higher wages can continue at their existing basis; the new ceiling does not force a reduction.
September 2026: one ECR, two ceilings
Because the change took effect mid-month, the September 2026 ECR, due by 15 October 2026, must apply ₹15,000 to 1–16 September and ₹25,000 to 17–30 September, in a single return. EPFO's illustration for an existing member on ₹20,000 wages: EPF wages of ₹8,000 (₹15,000 × 16/30) plus ₹9,333 (₹20,000 × 14/30), giving ₹17,333 for the month and an employee contribution of ₹2,080. Where you could not deduct the extra employee share from September salaries, EPFO allows recovery from the next payroll without prior approval. You must still file and pay the full September amount on time.
How to register for PF online, step by step
The process runs on two portals. You register the establishment on the Shram Suvidha Portal, which issues a Labour Identification Number (LIN) used across labour laws. You then run monthly PF compliance on the EPFO employer portal (Unified Portal). The common Form-I under the Occupational Safety, Health and Working Conditions (Central) Rules, 2026 is the registration form for both the OSH Code and the Social Security Code.
PF registration for a new establishment
- 1
Get the authorised signatory's digital signature ready
Rule 5 requires the form to be signed digitally or as the portal allows. Keep a Class 3 DSC or Aadhaar e-sign for the proprietor, a partner or a director. You can authorise up to five employees as signatories later in Form IX.
- 2
Create an account on the Shram Suvidha Portal
Open Shram Suvidha PortalSign up with the employer's details and the establishment's PAN. The PAN is verified online against the Income-tax database, so the name must match exactly.
- 3
Fill the common Form-I
Enter the legal name, address, activity, date of set-up, employee count (including contract workers), branches and the people in control. Upload identity and address proof of the employer and the other documents the form lists.
- 4
Submit and track the 7-day clock
A complete application must be decided within 7 days. If no certificate is issued in that time, the establishment is deemed registered and the certificate is auto-generated.
- 5
Activate the EPFO employer login
EPFO employer portalUse the establishment code and LIN to log in to the EPFO Unified Portal. Register the DSC or e-sign of each authorised signatory, and add your bank account for payments.
- 6
File the start-up returns
Within 15 days of coverage, file the consolidated return of members in Form V (a Nil return if nobody qualifies yet), the ownership return in Form VI, branch details in Form VIII and signatory authorisation in Form IX.
- 7
Enrol employees and file the first ECR
Link existing UANs of experienced staff, have first-time employees generate a UAN, then upload the first Electronic Challan-cum-Return and pay by the 15th of the following month.
UAN generation for new joiners
Since 1 August 2025, EPFO allots new UANs only through Aadhaar-based Face Authentication Technology in the UMANG app. Employers can no longer bulk-create UANs from spreadsheets. In practice, ask each new joiner to generate the UAN on their phone during onboarding, using the UMANG and Aadhaar Face RD apps. Paragraph 24 of the EPF Scheme 2026 says the employer must help an employee who cannot do it. Then link the UAN to your establishment. For an experienced hire, ask for the existing UAN rather than creating a second one. Duplicate UANs cause transfer and withdrawal problems later.
Documents to keep ready
Form-I asks for scanned uploads, and PAN is the anchor. Keep these ready before you start, because a half-saved application can time out.
PF registration — documents and details
0/9The Social Security (Central) Rules 2026 prescribe no government fee for registration under rule 5. Any amount you pay a consultant is a professional fee for their time.
PF contribution rates and what you pay each month
Paragraph 18 of the EPF Scheme 2026 fixes the employer's contribution at 12% of wages of PF wages, with an equal deduction from the employee. A reduced 10% of wages rate applies only to classes of establishments the Central Government specifically notifies; check EPFO's class-of-industries list before using it. Contributions are calculated on wages actually paid in the month and rounded to the nearest rupee.
| Component | Rate | Paid by | Goes to |
|---|---|---|---|
| Employee share | 12% of wages of PF wages | Deducted from salary | Employee's EPF account (A/c 1) |
| Employer share — pension | 8.33% of PF wages up to the ceiling | Employer | Employees' Pension Scheme (A/c 10) |
| Employer share — provident fund | 3.67% (balance of 12%) | Employer | Employee's EPF account (A/c 1) |
| EDLI insurance | 0.50% | Employer | EDLI fund (A/c 21) |
| Administrative charges | 0.50%, minimum ₹500 a month | Employer | EPFO administration (A/c 2) |
Two rules matter for budgeting. First, the employer's share cannot be recovered from the employee's salary (paragraph 21). EPFO's wage-ceiling FAQs also say that relabelling the employer share as part of CTC does not turn it into an employee deduction. Second, the minimum administrative charge is ₹500 a month per establishment if at least one member contributed that month, and ₹75 if none did.
Worked example: monthly PF cost for a 22-person unit
A Ludhiana auto-parts unit has 22 employees from October 2026. Four supervisors have PF wages of ₹40,000 and joined above the ceiling, so they are excluded employees and the owner has not opted to cover them. That leaves 18 members:
- 10 operators on ₹14,000 PF wages. Employee share ₹1,680 each. Employer pays EPS ₹1,166, EPF ₹514, EDLI ₹70 and admin ₹70 — ₹1,820 each.
- 8 technicians on ₹20,000 PF wages. Before 17 September they were excluded; now they must be enrolled. Employee share ₹2,400 each. Employer pays EPS ₹1,666, EPF ₹734, EDLI ₹100 and admin ₹100 — ₹2,600 each.
Monthly totals: employee deductions ₹36,000 (₹16,800 + ₹19,200), employer cost ₹39,000 (₹18,200 + ₹20,800). The single ECR remittance is ₹75,000, about ₹9 lakh a year, of which ₹4.68 lakh is the employer's cost. The ceiling change alone added ₹20,800 a month to this employer's bill, because the eight technicians were previously outside PF. Run the take-home side for each employee with our salary slip generator.
The Pradhan Mantri Viksit Bharat Rozgar Yojana (PMVBRY) can offset part of this for new hires. EPFO says employers can receive up to ₹3,000 a month for each additional employee who meets the scheme's conditions. Check eligibility on the PMVBRY portal before you budget on it.

Monthly compliance after registration: ECR by the 15th
Every month, the EPF Scheme 2026 asks four things of the employer, all by the 15th of the following month:
- Upload new joiners and exits for the previous month: first-time members, members transferred in through UAN linking, and employees who left (paragraph 24(2)). A missing exit date is the most common reason an ex-employee's withdrawal claim is rejected.
- File the Electronic Challan-cum-Return (ECR) in Form VII with each member's wages and contributions.
- Pay the employee and employer shares, EDLI and admin charges electronically against the ECR's TRRN.
- Collect contractors' data. Contractors must give you their workers' UAN, wages and contributions by the 10th in Form XI. You file a monthly abstract in Form XII by the 20th, unless the information flows through EPFO's dedicated portal.
You also have event-based duties. Update ownership and signatory changes within 30 days, and changes to Form-I particulars on Shram Suvidha within 30 days. Display your registration certificate at the workplace. Keep electronic wage registers ready for an Inspector-cum-Facilitator. Help members download their e-passbook. Our PF withdrawal rules guide explains what your employees can take out and why your exit-date entries matter.
Late payment: interest, damages and late fees
Missing the 15th costs money in three separate ways.
Interest under section 127 of the Code. Simple interest at 12% a year (simple) on the unpaid amount from the due date to the date of payment.
Damages under section 128 and paragraph 23. The EPF Scheme 2026 uses monthly rates on the arrears (they also apply to defaults from 14 June 2024 under the old Scheme, replacing the earlier 5%–25% a year slabs): 0.25% of arrears a month for a delay of under two months, 0.50% of arrears a month for two to four months, and 1% of arrears a month beyond four months. Total damages cannot exceed the arrears. The authority must give you a hearing before levying them.

₹500 a day, capped at admin charges
Late fee for returns. Paragraph 29 adds ₹500 a day for each day a required return is late, capped at that month's administrative charges.
Example. The Ludhiana unit pays its ₹75,000 October remittance on 15 December, 30 days late. Interest is about ₹740 (₹75,000 × 12% × 30/365). At 0.25% of arrears a month a month for one month, damages come to about ₹188. If the delay had stretched past four months, the damages rate would have quadrupled to 1% of arrears a month a month. EPFO's system works out the exact figures day by day, so treat these as estimates. The real risk is not the interest. It is that the employee share you deducted but did not deposit is treated as money held in trust, and EPFO can attach bank accounts and recover it as arrears.
Relief schemes running in 2026
Two special provisions in the EPF Scheme 2026 are time-limited and worth checking now.
- Employees' Enrolment Campaign 2026 — ends 31 October 2026. Any employer, covered or not, can apply for coverage and declare employees who joined between 1 April 2009 and 31 March 2026, are still working, and were never enrolled. If the employee share was never deducted, it is waived. You pay your own share with section 127 interest and admin charges, and damages are a flat ₹100. Each declared employee needs a UAN generated through face authentication first. EPFO will not act on employees who have already left, if you give the required undertaking.
- VISHWAS 2026. For damages on defaults before 14 June 2024 that are disputed, assessed but unpaid, or not yet assessed, the lower paragraph-23 rates apply. Pending appeals abate once you pay. It runs for six months from 29 June 2026, extendable by up to six months.
Common PF registration mistakes and how to fix them
Most PF trouble for small employers comes from a handful of avoidable errors. Each one below shows up later as an inquiry under section 125 of the Code, a rejected employee claim or a damages notice.
Avoid these PF mistakes
0/7After PF: related registrations
PF is usually one of several payroll registrations an MSME needs around the same headcount. ESI under the same Code applies on separate thresholds and wage limits. Check those on the ESIC portal before you assume one registration covers both. State professional tax applies in many states from the first employee; see our professional tax guide. Gratuity under the Code becomes payable to permanent staff after five years and to fixed-term staff after one; see our gratuity guide. If you have not yet done so, Udyam registration is free and helps with delayed-payment protection and scheme eligibility. Manufacturing units should also check the factory licence rules under the OSH Code, which use the same Form-I.

What to do next
If you are at 20 employees or close to it, register on Shram Suvidha this week and diarise the 15th of every month. If you were already covered, check your September 2026 ECR for the two-ceiling split and enrol anyone on ₹15,000–₹25,000 PF wages. If you have staff who should have been covered in past years, decide before 31 October 2026 whether to use the Enrolment Campaign. Then build the deductions into payslips with our salary slip generator.

Frequently asked questions
No. EPF applies compulsorily once an establishment has 20 or more employees. Below that, you can join voluntarily if you and a majority of your employees agree, and the EPFO then notifies coverage. One exception in practice: companies incorporated through the MCA's SPICe+ form since February 2020 receive an EPFO code at incorporation, so they file returns even before they cross 20.
The statutory wage ceiling is ₹25,000 a month from 17 September 2026, raised from ₹15,000 by notification S.O. 5109(E). Employees whose PF wages (basic, dearness allowance and retaining allowance) are within the ceiling must be enrolled in EPF, EPS and EDLI. Contributions above the ceiling are optional unless the employee was already contributing on higher wages.
The employer pays 12% of wages of PF wages, split 8.33% to the pension scheme and 3.67% to the provident fund, plus 0.50% for EDLI insurance and 0.50% administrative charges. On PF wages of ₹20,000, that is ₹2,400 plus ₹200 — ₹2,600 a month. The employee's own 12% is deducted from salary on top.
Contributions and the Electronic Challan-cum-Return (ECR) for a wage month are due by the 15th of the following month, so September wages are due by 15 October. Late payment attracts 12% a year (simple) interest under section 127 of the Code on Social Security plus damages of 0.25% of arrears a month to 1% of arrears a month depending on the delay.
Under the Social Security (Central) Rules 2026, a complete application on the Shram Suvidha Portal must be decided within 7 days. If no certificate is issued in that time, the establishment is deemed registered and the certificate is generated automatically. Delays usually come from PAN mismatches or a missing digital signature, not from the officer.
Yes. The Employees' Enrolment Campaign 2026 runs until 31 October 2026. You can apply for coverage and declare employees who joined between 1 April 2009 and 31 March 2026 and are still working. The employees' share for past periods is waived if it was never deducted, damages are a flat ₹100, and you pay your own share with interest.
