SPC Free Zone — the Sharjah Publishing City Free Zone — is one of the cheapest places to get a UAE business licence and residence visa, and it's no longer just for publishers. If you're a freelancer, consultant, e-commerce seller or small trader comparing Sharjah and the northern emirates, this guide gives you SPC's own published prices (read from its cost calculator on 8 October 2026), what each visa really costs once the establishment card and e-channel are added, how offices and flexi-desks work, a worked one-visa budget in AED, and a straight comparison with SHAMS, Ajman, Umm Al Quwain and Hamriyah.
Quick answer
SPC Free Zone is a Sharjah government free zone at Al Zahia, opened in 2017 for publishing and now licensing 2,000+ activities. SPC's own calculator prices a one-year licence at AED 4,999, AED 5,750 or AED 6,875 depending on your activity, including up to 5 activity groups. A residence visa for yourself starts at AED 4,495, plus a one-off AED 640 establishment card and AED 2,280 e-channel.
100% foreign ownership and zero paid-up share capital
A lease agreement comes with every licence; offices and co-working are quoted separately
Up to 7 shareholders included; extra shareholders AED 1,000 each
A realistic first-year cost with one visa is about AED 13,000–14,000 before insurance
Prices are promotional and undated — run the calculator and get a written quote
What SPC Free Zone is
Sharjah Publishing City was opened by Sheikh Dr. Sultan bin Mohammed Al Qasimi, the Ruler of Sharjah, on 30 October 2017 as a free zone for the book trade — publishers, printers, distributors, translators and literary agents. It sits within the Sharjah Book Authority's orbit, on Sheikh Mohammed Bin Zayed Road (E311) at Al Zahia, a short drive from Sharjah airport and within commuting distance of Dubai, traffic permitting.
Its business model has broadened a lot since then. SPC now markets itself as a general-purpose free zone with more than 2,000 licensable activities, grouped into categories such as general trading, e-commerce, IT services, professional services, marketing and administrative services, plus its original publishing and media activities. Setup is largely remote: SPC advertises licensing in minutes once documents are in and residency in about five working days.
Like every UAE free zone, SPC gives you 100% foreign ownership and its own licensing regulator. In return, your company's base is the free zone. Selling directly to customers on the UAE mainland usually needs a mainland licence, a distributor, or a specific permit — it isn't automatic. Online services and B2B work for clients anywhere are generally fine, but check the activity wording before you commit.

Who SPC suits — and who it doesn't
SPC works best for owner-managed businesses that sell services or goods online, to overseas clients or to other companies, and that want a UAE residence visa without paying Dubai prices. Typical examples are digital agencies, IT freelancers, consultants, small e-commerce brands, trading start-ups that use third-party warehouses, and of course publishers and content businesses. It's less suited to firms that need heavy industrial space, a port-side warehouse, a retail shop serving walk-in mainland customers, or a prestige Dubai address for corporate clients. Those businesses usually end up in Hamriyah, a mainland licence or a Dubai free zone instead.
SPC licence prices as published (October 2026)
SPC doesn't sell fixed "packages" in the way many free zones do. Instead, its online cost calculator builds a quote from an itemised pricebook. The licence fee depends on the most expensive activity you pick, because each of SPC's activities is assigned to one of three price tiers. When we read the calculator on 8 October 2026, the tiers were:
SPC one-year licence fee by activity tier (read 8 Oct 2026)
AED 4,999
Lowest tier
a small set of activities
AED 5,750
Headline 'from' price
e.g. many e-commerce activities
AED 6,875
Standard tier
most activities
AED 10
Knowledge fee
one-off
The licence fee covers the one-year trade licence, company registration and up to 5 activity groups — SPC lets you pick any five activity groups at no extra charge, which is generous compared with zones that charge per activity. A sixth or later group costs AED 2,200 each. Up to 7 shareholders are included, and each extra shareholder is AED 1,000.
In the calculator, only eight of roughly two thousand activities sat in the AED 4,999 tier, about a quarter in the AED 5,750 tier, and the rest at AED 6,875. So unless your activity happens to fall in the lowest tier, budget for AED 5,750 or AED 6,875. Agent websites often quote "from AED 4,999" without that caveat.
Multi-year licences and payment plans
SPC offers licences for longer terms — up to 10 years — at a discount over paying annually; its calculator shows savings of up to 20% on longer terms. It also advertises splitting costs into as many as 12 instalments and buy-now-pay-later options. A multi-year licence locks in today's price but also locks in your money, so it suits founders who are confident they'll keep a UAE company for several years.
What's not included
The licence fee excludes residence visas, the establishment card and e-channel registration (only needed if you want visas), health insurance, office space beyond the lease that comes with the licence, any activity-specific approval fees from other authorities, and SPC's optional value-added services. SPC's calculator itself prices several of those add-ons: bank-account opening assistance AED 2,000, corporate tax start-up package AED 1,200, VAT registration AED 1,500, a company stamp AED 250 and a virtual receptionist AED 3,780 a year. None of these are compulsory.
Licence types and activities
SPC doesn't split licences into rigid "commercial / service / industrial" products. You choose activities, and those decide the price tier and any outside approvals. The main categories SPC promotes are:
- General trading — import, export and distribution of a wide range of goods.
- E-commerce — selling goods or services through your own website or marketplaces such as Amazon.ae and Noon.
- IT services — software development, IT support and digital services.
- Professional and consultancy services — advisory, technical and management consultancy.
- Marketing services — digital marketing, PR and campaign management.
- Administrative services — back-office and business-support work.
- Publishing, printing and media — the zone's original focus, from book and e-book publishing to translation and literary agencies.
Freelancers usually take a services licence in their own name through an FZE-type company rather than a separate freelance permit. Some activities — anything touching financial services, health, education, food or regulated media content — need approval from the relevant federal or Sharjah authority, which adds time and cost. Ask SPC to confirm in writing whether your exact activities need external approval.

Visas: what each one really costs
SPC says it gives licence holders access to unlimited visas for investors, partners and employees — you're not tied to the office size the way many free zones tie visa quotas to square metres. But each visa is paid for separately, and your first visa triggers two one-off company fees.

That's why SPC's headline "residence visa from AED 4,495" is the allocation plus processing only. Health insurance is mandatory for residence visas in the UAE and isn't in these figures; budget for it separately. Family sponsorship also needs proof of salary and attested marriage and birth certificates.
Most of the licence and company fees are paid at registration; visa processing fees are invoiced when you actually start each visa. You can therefore set up the company now and add visas later — useful if you're testing the market from abroad.
Worked example: one founder, one visa
Aisha is a freelance marketing consultant moving from abroad. She chooses two activity groups (marketing services and consultancy), both in the AED 6,875 tier, with herself as the only shareholder and one investor visa. Using SPC's calculator figures read on 8 October 2026:
| Item | AED |
|---|---|
| One-year licence (standard tier) | 6,875 |
| Knowledge fee | 10 |
| Establishment card | 640 |
| E-channel registration | 2,280 |
| Visa allocation | 1,600 |
| Investor visa processing (incl. medical and Emirates ID) | 2,895 |
| Total before insurance | 14,300 |
If she were already in the UAE on a visit visa, add AED 700 for change of status. If her activities were in the AED 5,750 tier instead, the total would drop by 1,125 to AED 13,175. Then add health insurance, any bank-account fees and her own living costs.
In year two, she pays the licence again (unless she took a multi-year licence) but not the e-channel or the first-visa set-up costs, which are one-offs. Her residence visa itself is renewed on its own cycle. A rough second-year budget for the same setup is therefore the licence fee plus any establishment-card renewal and insurance — much lower than year one. Confirm renewal pricing in writing before you sign.
Offices, flexi-desks and the lease
UAE free zone companies need a registered address in the zone. At SPC, a lease agreement is included with every business licence, which is what most solo founders use — similar to the flexi-desk or virtual office arrangements elsewhere. SPC's FAQ describes virtual office and flexi-desk options that give you a formal address and meet licensing requirements without a dedicated office.
If you need real space, SPC offers co-working, furnished and unfurnished offices, shell-and-core units you can fit out yourself, retail space and warehouse space. It doesn't publish prices for these, so get a quote. Because SPC's visa allocation isn't tied to office size, you won't be forced into a bigger office just to hire — a meaningful difference from zones where each visa needs extra square metres.
A practical point for banking: UAE banks increasingly ask whether you have real substance in the country. A lease-only address is fine for licensing, but a bank may want to see contracts, invoices, a UAE residence visa and sometimes a physical office before opening an account. SPC sells bank-account opening assistance; it doesn't guarantee an account.

Corporate tax and VAT for SPC companies
Free zone companies are inside the UAE corporate tax system. Every SPC company must register with the Federal Tax Authority and file an annual return, even if it owes nothing. A company that meets the Qualifying Free Zone Person (QFZP) conditions — adequate substance, audited financial statements, transfer-pricing compliance and qualifying activities — pays 0% on its qualifying income, provided non-qualifying revenue stays within the de minimis limit of 5% of total revenue or AED 5 million, whichever is lower. Everything else is taxed at the standard 9% on profit above AED 375,000.
In practice, a consultant or marketer selling services to UAE mainland clients will often find that income isn't qualifying income, so the 0% rate won't help much. Many small SPC companies instead rely on the AED 375,000 zero band or Small Business Relief, but note that a QFZP can't also claim Small Business Relief. Our UAE corporate tax guide works through the options.
VAT is separate: you must register once taxable supplies pass AED 375,000 over 12 months, and you may register voluntarily from AED 187,500. Special "designated zone" VAT treatment applies only to zones listed by Cabinet decision and mainly to goods, so for services assume the normal 5% VAT rules apply and confirm with a tax adviser. Use our UAE VAT calculator to price invoices.

Pros of SPC. Five activity groups included is unusually flexible for a mixed business — say e-commerce plus consultancy plus marketing. Visas aren't tied to office size. The calculator shows a line-by-line pricebook, which makes quotes easier to compare. Setup is remote and fast, and you get a Sharjah address close to Dubai.
Cons of SPC. The headline price only applies to a handful of activities; most land at AED 6,875. The first visa carries AED 640 plus AED 2,280 of set-up fees, whereas all-in bundles like UAQ Start quote one price that already includes a visa. Office prices aren't published. And as a smaller, newer zone, it has less name recognition with some banks and overseas clients than DMCC, IFZA or Meydan in Dubai.
When to choose another zone. If you want the lowest possible no-visa licence, compare Ajman Free Zone. If you want one price that includes a visa, insurance and a desk, look at UAQ Free Trade Zone. If you need a warehouse, land or port access, Hamriyah Free Zone is built for it. If a Dubai address matters to your clients, see Meydan Free Zone.
Renewals, compliance and common mistakes
You renew your SPC licence each year (or at the end of a multi-year term) through SPC's customer portal by uploading any required documents and paying. Keep your lease, shareholder records and ultimate beneficial owner details current, and follow UAE anti-money-laundering rules if your activities are covered — SPC's FAQ reminds licensees about record-keeping, client due diligence and reporting suspicious transactions.
The mistakes we see most often:
- Budgeting on the lowest tier. Check which tier your activities fall in before you plan around AED 4,999.
- Forgetting one-off visa set-up costs. The establishment card and e-channel add AED 640 and AED 2,280 to your first visa.
- Leaving out insurance. Health insurance is a condition of residence and isn't in SPC's visa fees.
- Assuming free zone means tax-free. You must register for corporate tax, file returns and meet the QFZP conditions to get 0% on qualifying income.
- Trading on the mainland without the right permission. A free zone licence doesn't by itself let you sell from a shop or deliver services on-site to mainland customers in every case.
- Comparing headline prices across zones. Compare written quotes with the same activities, visas, office type and term — and ask each zone for its renewal price.

Frequently asked questions
SPC's official cost calculator, read on 8 October 2026, prices a one-year licence by activity: AED 4,999 for a few activities, AED 5,750 for many, and AED 6,875 for most, plus a AED 10 knowledge fee. That covers up to 5 activity groups and 7 shareholders. Visas, the establishment card and e-channel cost extra.
On SPC's calculator a residence visa for yourself starts at AED 4,495 — a AED 1,600 visa allocation plus AED 2,895 processing including medical and Emirates ID. Your first visa also needs the establishment card (AED 640) and e-channel registration (AED 2,280). Applicants already in the UAE pay AED 700 for change of status. Health insurance is extra.
SPC says every business licence comes with a lease agreement and that it offers virtual office and flexi-desk style solutions, alongside co-working, furnished and unfurnished offices, shell-and-core units, retail and warehouse space. It doesn't publish separate prices for those spaces, so ask for a written quote that names the facility included in your licence.
No. Despite its name, SPC licenses more than 2,000 activities across general trading, e-commerce, IT, professional, marketing and administrative services, as well as publishing, printing and media. You can combine up to 5 activity groups in one licence; each additional group costs AED 2,200.
Both are Sharjah government free zones with low entry prices and remote setup. SPC publishes an itemised cost calculator and bundles five activity groups; SHAMS (Sharjah Media City) is the larger media-focused zone with its own package list. Compare written quotes for the same activities, visa count and office type, and check renewal prices before choosing.
They're within the corporate tax system and must register with the FTA. A company that meets the Qualifying Free Zone Person conditions can pay 0% on qualifying income; other taxable income is taxed at 9% above AED 375,000. Most service businesses selling to UAE mainland customers won't get the 0% rate on that income.
