Sharjah Publishing City was built for the book trade, and for a publisher, printer, translator or self-publishing author it's still the most natural home in the UAE. This guide is written for them. It explains what the free zone is and how it connects to Sharjah's book industry, which licences publishers take, what SPC's published prices and visa fees add up to, the publishing-specific rules most setup guides skip — UAE ISBNs, legal deposit and media content standards — the publisher incentive, and a worked first-year budget in AED for a small publishing house. If you're setting up a general trading or consultancy company and just want the full price list, our SPC Free Zone guide covers that in more depth.
Quick answer
Sharjah Publishing City (SPC) Free Zone is a Sharjah government free zone opened in 2017 for publishers, printers and the wider book trade, and now open to 2,000+ activities. SPC's calculator prices a one-year licence at AED 4,999–AED 6,875 by activity tier, with up to 5 activity groups included and no paid-up capital. A residence visa starts at AED 4,495. UAE ISBNs are free from the National Library and Archives.
100% foreign ownership; a lease agreement comes with every licence
First visa adds a AED 640 establishment card and AED 2,280 e-channel
Publishing is a media activity: UAE content standards apply in free zones, with fines up to AED 1,000,000
A 2023 publisher incentive offered a 90% fee exemption for five new titles in 12 months — confirm it's still open
Register for corporate tax within 3 months; books carry 5% VAT
What Sharjah Publishing City is
Sharjah Publishing City Free Zone was opened by Sheikh Dr. Sultan bin Mohammed Al Qasimi, the Ruler of Sharjah, on 30 October 2017, and presents itself as the world's first free zone dedicated to publishing and its allied industries. It sits in the orbit of the Sharjah Book Authority, the body chaired by Sheikha Bodour Al Qasimi that also runs the Sharjah International Book Fair, and its building is at Al Zahia on Sheikh Mohammed Bin Zayed Road, a short drive from Sharjah airport and within reach of Dubai.
The zone's purpose was to give the Arab book trade a single base: publishers, printers, distributors, translators, literary agents and the service firms around them, close to one of the world's largest book fairs. Sharjah's long investment in books — it was UNESCO World Book Capital in 2019 — is the backdrop.
Since then SPC has widened into a general free zone. It now markets more than 2,000 licensable activities and, according to a 2026 SPC press release, hosts more than 20,000 companies from 173 countries, including over 1,000 AI-related firms. For a publisher, that has an upside: costs are set for mass-market small businesses, so a publishing house pays the same low prices as an e-commerce start-up, while still getting a zone whose management understands the book trade.
SPC suits:
- independent and children's publishers setting up a UAE imprint for Arabic or bilingual titles;
- self-publishing authors who want a company to hold rights, ISBNs and royalties;
- translators, literary agents and rights brokers working across Arabic and other languages;
- printers, print-on-demand and distribution businesses serving the GCC and wider region;
- digital and audio publishers producing e-books, audiobooks and educational content.

Licences and activities for publishers
SPC doesn't sell rigid "publishing" or "trading" licences. You choose activities from its list of more than 2,000, and those set the price tier and any outside approvals. SPC promotes its categories as general trading, e-commerce, IT, professional, marketing and administrative services, plus publishing, printing and media.
For a publishing business, a sensible activity set usually covers three things:
- Publishing — book, e-book, periodical or educational publishing, depending on what you produce.
- Selling — e-commerce or trading in books so you can sell direct online and to retailers.
- Services — translation, literary agency, editorial or content services, if you sell those to other publishers or authors.
SPC lets you combine up to 5 activity groups under one licence, which is generous for a publisher that also sells and offers services. Each extra group beyond that costs AED 2,200. SPC's pay-as-you-go page describes a licence that takes up to five activities and up to 100 shareholders, while its calculator includes 7 shareholders in the base price with each extra shareholder at AED 1,000 — so co-operative or multi-author structures should check the shareholder cost.
Some activities need approval beyond SPC. Printing presses and anything that imports printed matter for distribution in the UAE, broadcasting or news publishing can need permission from the UAE Media Council or another competent authority. Ask SPC to confirm in writing whether your exact activities need external approval before you pay.
SPC prices and packages in 2026
SPC publishes an itemised cost calculator rather than fixed packages. The licence fee depends on the most expensive activity you choose, because each activity is assigned to one of three price tiers. When our SPC Free Zone guide read the calculator in October 2026, the tiers were:
SPC one-year licence fee by tier
AED 4,999
Lowest tier
a handful of activities
AED 5,750
Middle tier
headline 'from' price
AED 6,875
Standard tier
most activities
AED 10
Knowledge fee
one-off
Most publishing and media activities land in the standard tier, so budget AED 6,875 unless SPC's calculator shows your activities lower. SPC offers multi-year licences at a discount, instalments over 3, 6 or 12 months, and a "pay-as-you-go" model in which you pay for the licence first and add visas and other items later without amendment fees. There's no paid-up share capital requirement, and a lease agreement is included with every licence, which is how most small publishers meet the registered-office rule without renting a room.
If you need real space — an editorial office, a stockroom or a warehouse for print runs — SPC offers co-working, furnished and unfurnished offices, shell-and-core units, retail and warehouses, all quoted separately.
Visas
SPC says its licence holders can access unlimited visas, so you aren't forced into a larger office to hire. Each visa is paid for separately, and your first visa triggers two one-off company fees.

Processing fees include the medical test and Emirates ID; health insurance is extra and compulsory. SPC advertises UAE residency in about five working days once documents are complete. The applicant must be in the UAE for the medical and biometrics.
Publishing rules every SPC publisher must know
Free zone setup guides tend to stop at the licence. For a publisher, three further sets of rules matter.
ISBNs. Since 9 January 2026, ISBNs for publishers based in the UAE have been issued by the UAE ISBN Centre at the National Library and Archives, which joined the international ISBN network on that date. You apply through the ISBNuae system, the service is free, and each format — paperback, hardback, e-book, audiobook — needs its own number. An ISBN can't be changed or reused once assigned. Earlier arrangements, such as a 2018 agreement under which SPC publishers received a yearly block of ISBNs from the Ministry of Culture, predate the National Library centre, so use the NLA route now.
Legal deposit. After publication you must deposit 3 copies of each book with the National Library. Build those copies into your print run.
Media content standards. Federal Decree-Law No. 55 of 2023 treats printing and publishing as media activity and covers media free zones. Its content standards — on religion, the state, public order, privacy, children and age classification, among others — apply to everything you publish in or distribute into the UAE. Cabinet Decision No. 42 of 2025, in force since 29 May 2025, set a penalty scale for content violations from AED 5,000 to AED 1,000,000, and it applies inside free zones. A companion decision, No. 41 of 2025, updated media licence types and fees, including for electronic publishing. If you publish children's books, translated titles or anything touching religion or politics, have an editorial review process before titles go to print.
Publisher's set-up checklist
0/8The publisher incentive
In November 2023, during the 42nd Sharjah International Book Fair, SPC announced up to AED 3 million in incentives for publishers setting up or relocating to the zone, under the direction of Sheikha Bodour Al Qasimi. The offer was aimed at publishers exhibiting at that year's fair, from the UAE or abroad. Qualifying publishers were offered a 90% exemption from licensing and business establishment fees, in return for committing to publish at least five new titles within 12 months.
SPC still promotes the incentive on its website, but the original announcement described it as a limited-time offer and we couldn't find a current end date. If you're a genuine publisher with a pipeline of titles, ask SPC in writing whether it's open and what evidence of the five titles they'll want. A 90% exemption on a AED 6,875 licence would bring the licence fee to under AED 700 — though visa and establishment fees are charged normally unless SPC confirms otherwise.
Worked example: a two-person children's publisher
Huda is an Egyptian editor launching a bilingual Arabic–English children's imprint with one illustrator on staff. She takes three activity groups (book publishing, e-commerce book sales and translation services), all in the standard tier, an investor visa for herself and an employment visa for the illustrator. Using SPC's calculator figures:
| Item | AED |
|---|---|
| One-year licence (standard tier) | 6,875 |
| Knowledge fee | 10 |
| Establishment card | 640 |
| E-channel registration | 2,280 |
| Visa allocation × 2 | 3,200 |
| Investor visa processing | 2,895 |
| Employment visa processing | 4,065 |
| Total before insurance | 19,965 |
Her ISBNs cost nothing. If SPC confirms the publisher incentive for her, the licence line could drop by about AED 6,190. Health insurance for both residents, printing, illustration fees and a stand at the book fair come on top. In year two she pays the licence again — or nothing if she took a multi-year term — while the e-channel and establishment card set-up costs don't recur in the same way. Add printing quotes and living costs in our startup cost calculator.

Printing, print-on-demand and the book fair
Printing is often a publisher's biggest cost and the hardest to manage from abroad. SPC's pitch is that the zone gives you an ecosystem rather than just an address. SPC says Ingram Content Group's Lightning Source print-on-demand operation runs from Sharjah Publishing City, connecting to Ingram's global distribution network. For a small publisher, print-on-demand means no warehouse of unsold stock and the ability to keep a backlist in print cheaply; for larger runs, Sharjah and Dubai have commercial offset printers.
The Sharjah International Book Fair is the other draw. Its 45th edition runs from 4 to 15 November 2026 at Expo Centre Sharjah, with Oman as guest of honour, and the Sharjah Book Authority opens exhibitor registration for local, regional and international publishers. Rights trading, distribution deals and direct sales to readers all happen there, and an SPC address makes attending every year straightforward.

Banks deserve a word too. A publishing company with a lease-only address, low early revenue and payments from book distributors abroad can find bank onboarding slow. Have your publishing contracts, a list of forthcoming titles with ISBNs and a simple cash-flow forecast ready; SPC sells bank-account opening assistance but can't guarantee an account.
Corporate tax and VAT for publishers
An SPC company is inside UAE corporate tax. Register with the FTA within 3 months of incorporation — late registration costs AED 10,000 — and file a return each year.
The 0% Qualifying Free Zone Person rate rarely helps a small publisher. Selling books to readers is a transaction with individuals, which is generally excluded, and publishing isn't on the list of qualifying activities in Ministerial Decision No. 229 of 2025. Most small publishers will be on the standard regime: 0% on taxable income up to AED 375,000 and 9% above it, or Small Business Relief while revenue stays under AED 3 million, for tax periods ending on or before 31 December 2029. Royalty income from licensing rights abroad needs specific advice, because it may be treated differently. Run your numbers in the UAE corporate tax calculator.
VAT. Printed books are generally standard-rated in the UAE — the education zero rate covers curriculum materials supplied by eligible schools, not general book sales — so register once taxable supplies pass AED 375,000 and charge 5% on UAE sales. Exports of physical books outside the UAE are generally zero-rated with proof of export. Our UAE VAT guide explains registration and returns.
SPC or SHAMS for a publishing or media business?
| SPC (Sharjah Publishing City) | SHAMS (Sharjah Media City) | |
|---|---|---|
| Original focus | Books, printing, publishing | Media and creative industries |
| Pricing | Calculator by activity tier (AED 4,999–AED 6,875) | Published packages |
| Activities per licence | Up to 5 activity groups | Depends on package |
| Publisher-specific extras | Book Authority links, publisher incentive, print-on-demand | Media and content-creator community |
Sharjah has two free zones that court creative businesses. SPC was built for the book trade, prices by activity tier and includes five activity groups. SHAMS — Sharjah Media City — is the larger media-focused zone, popular with content creators, agencies and broadcasters. For a print or e-book publisher, SPC's publishing focus, the publisher incentive and its proximity to the Book Authority usually tip the balance; for a video or social media business, compare SHAMS. Read our guides to SHAMS and the low-cost Ajman Free Zone, then ask each for a written quote with the same activities and visas.
Common mistakes to avoid
- Budgeting on the lowest tier. Most publishing activities sit in the standard AED 6,875 tier.
- Buying ISBNs from resellers. UAE-based publishers get them free from the National Library and Archives.
- Forgetting legal deposit. 3 copies of each title go to the National Library after publication.
- Treating a free zone as outside media law. UAE content standards and Cabinet Decision No. 42 of 2025 fines apply in free zones.
- Assuming the incentive is automatic. Ask SPC in writing and keep evidence of your five-title pipeline.
- Expecting books to be VAT-free. They're standard-rated at 5%.

Frequently asked questions
Sharjah Publishing City (SPC) Free Zone is a Sharjah government free zone opened on 30 October 2017 as a hub for the book industry and linked to the Sharjah Book Authority. It now licenses more than 2,000 activities — publishing, printing and media alongside e-commerce, trading, IT and consultancy — with 100% foreign ownership and no paid-up share capital.
SPC's own cost calculator prices a one-year licence by activity tier: AED 4,999, AED 5,750 or AED 6,875, plus a AED 10 knowledge fee, covering up to 5 activity groups. A residence visa starts at AED 4,495, and your first visa also needs the establishment card and e-channel registration.
Publishers based in the UAE get ISBNs from the UAE ISBN Centre at the National Library and Archives, which joined the international ISBN network on 9 January 2026. The service is free. Each format — paperback, hardback, e-book, audiobook — needs its own ISBN, and 3 copies of each published book must be deposited with the National Library.
In November 2023, during the 42nd Sharjah International Book Fair, SPC announced up to AED 3 million in incentives for publishers, including a 90% exemption from licensing and establishment fees for publishers that commit to producing at least five new titles within 12 months. SPC still promotes the offer, but it was described as limited-time, so ask SPC in writing whether it applies to your application.
Yes, through online sales, book fairs, distributors and bookshops, but publishing is a media activity under Federal Decree-Law No. 55 of 2023. Content must meet UAE media content standards, which apply in free zones too, and since 29 May 2025 breaches carry fines from AED 5,000 to AED 1,000,000. Books are standard-rated for VAT at 5%.
Yes. Sharjah Publishing City Free Zone trades as SPC Free Zone. Our separate SPC Free Zone guide goes deeper on the full price list for general businesses; this guide focuses on publishers, printers and content companies.
